Rising Ground Post Release Services (Level 3) Clinical Supervisor in Yonkers, New York

Overview

The Passage of Hope (POH) HS/PRS Program provides case management and other supportive services to Unaccompanied Children (UC) who are currently under legal custody of the Federal Government or who have completed the reunification process and are now residing in the community with their sponsors. Working with the federal Office of Refugee Resettlement, our HS/PRS program provides support and assistance to families in need of Home Study Services and Post Release Services (PRS). For PRS Services we link UCs and their families with an array of community services that will help them achieve success and permanency in the United States, so they are able to move forward with their lives and thrive.

The HS/PRS Supervisor oversees the case management services of the HS/PRS units, ensuring a high quality and timely completion of all services to the UC. The PRS Clinical Supervisor (Level 3) oversees clinical case management interventions for Unaccompanied Children (UCs), ensuring effective delivery of trauma-informed services. These interventions address specific challenges faced by released UCs and their families, The Level Three (3) PRS interventions involve trauma-informed, intensive community or in-home engagements tailored to address specific challenges or special circumstances faced by released UCs and their sponsor families, such as but not limited to medical or psychological vulnerabilities, family conflict or crisis, and education-related issues.

The PRS Clinical Supervisor plays a key role in guiding and supporting a team of level 3 PRS Clinicians to ensure effective delivery of these specialized services, in collaboration with federal and community stakeholders. The Clinical Supervisor maintains a trauma-informed lens throughout all aspects of the case. .

Responsibilities

Job Duties:

  • Directly Supervises team of ten (10) PRS Level 3 Clinicians in the UC program. ensuring effective delivery of Level Three (3) PRS interventions, including crisis intervention, safety planning, family preservation, intensive case management, and therapeutic support.

  • Ensures the clinicians comply with all mandates as required by ORR. The PRS Clinical Supervisor will do so by staying updated with ORR trainings, policies, and regulations. They will effectively communicate and disseminate relevant information to the team in a timely manner, ensuring comprehensive understanding and adherence to ORR guidelines throughout the delivery of services.

  • Provide guidance and expertise on Level Three (3) PRS services, including Trauma-Focused Cognitive Behavioral Therapy (TF-CBT) and other evidence-based clinical interventions.

  • Train and oversee the creation of Behavioral Plans, Individual Crisis Management Plans, and Safety Plans as needed to provide ongoing support to UCs and staff, ensuring comprehensive and tailored support strategies.

  • Track and monitor the timely updating of Behavioral Plans, Individual Crisis Management Plans, and Safety Plans.

  • Provides clinical case management training and/or connects PRS level 3 Clinicians to trainings on different evidence-based models and clinical interventions.

  • Works with PRS Resource Coordinator on identifying and connecting with mental health service providers at a state and national level for comprehensive support of UCs and their families.

  • Conduct routine supervision sessions with Level 3 PRS Clinicians to ensure adherence to clinical standards, regulatory requirements, and best practices in case management.

  • Facilitates team meetings to discuss best practices, success and barriers to success.

  • Ensure completion of all case management requirements for UCs on caseload, in accordance with ORR.

  • Ensure that the Clinicians establish and maintain contact with UC and their families/sponsors as required by ORR.

  • Supervise the documentation of UC contacts and other case required paperwork in an accurate and timely manner in accordance with regulations.

  • Assist the clinician in connecting the UC to medical, educational, legal and other needed services upon release from the care providers’ care, ensuring comprehensive support for successful integration into the community.

  • Collaborate with program staff and stakeholders, actively participating in all required program-related meetings and conferences to support program objectives and outcomes.

  • Work effectively with other professionals in the field, maintaining knowledge of issues affecting UCs and staying informed about best practices in trauma-informed care.

  • Provide evening and weekend coverage as needed to ensure continuous support and availability for UCs and their families during critical times.

  • Participate in on-call duties as dictated by program requirements to provide immediate support and response during critical situations outside regular business hours.

  • Perform other duties as assigned to contribute to the overall success and effectiveness of the HS/PRS program in supporting released UCs and their sponsor families.

Qualifications

  • Must be licensed as a Mental Health Counselor (LMHC), Licensed Master Social Worker (LMSW), or Licensed Clinical Social Worker (LCSW).

  • Must have a master’s degree in social work, psychology, sociology, or other relevant behavioral science in which clinical experience is a program requirement, plus at least two years of postgraduate direct service experience; or a bachelor’s degree with at least six years of clinical employment experience in the behavioral sciences.

  • Must have prior supervisory experience to provide clinical supervision, so long as supervising PRS conducted across state lines does not violate state licensing rules.

  • Experience conducting home studies, providing PRS services and working with immigrant populations is preferred.

  • Demonstrates expertise in trauma-informed care, crisis intervention, and family-centered interventions.

  • Knowledge of child welfare and immigration related legislation.

  • Excellent verbal, written communication and organizational skills are essential.

  • Skilled in Microsoft Office applications, including Word, Excel, and PowerPoint.

  • Experienced with electronic health records (EHR) systems (e.g.MyEvolv).

  • Bilingual (English/Spanish) a must
