Tri-State Generation and Transmission Association, Inc. Security Systems Technician I, II, III, or Senior in Westminster, Colorado

Job Description:

Responsible for designing and maintaining the functionality of all Tri-State electronic security systems. Serves as project manager for all new electronic security system installs. Responsible to maintain compliance with applicable security laws and regulations affecting the electric utility industry including North American Electric Reliability Council (NERC) regulations, and Critical Infrastructure Protection Standards (CIPS), as they apply to the electronic security system components.

Note:

There is one position available and the position will be filled at one of four job grade levels: Security Systems Technician I, job grade 4; Security Systems Technician II, job grade 6, Security Systems Technician III, job grade 7; or Senior Security Systems Technician, job grade 8. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Hiring Salary Range: $86,000-116,000

Security Systems Technician III

Hiring Salary Range: $78,000-$105,000

Security Systems Technician II

Hiring Salary Range: $71,000-$96,000

Security Systems Technician I

Hiring Salary Range: $58,000-$75,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

Responsibilities:

  • Maintains the camera, surveillance, electronic access control, and intercom systems by repairing or replacing components as needed at all Tri-State facilities.

  • Implements and conducts periodic, recurring testing procedures on the camera, surveillance, electronic access control, and intercom, and related system components.

  • Implements and conducts preventative maintenance on all security system components.

  • Maintains the programming and settings within the video management and electronic access control systems.

  • Provides technical assistance regarding camera, surveillance, electronic access control, and intercom, or other related systems.

  • Provides support 24 hours a day 7 days a week to repair camera, surveillance, electronic access control, and intercom systems enterprise-wide.

  • Designs and configures all new security systems in accordance with industry best practices and coordinates with the Tri-State requestor to satisfy their requirements.

  • Serves as project manager for all new access control system and camera installations - coordinating activities between the requester, IT, Telecom, Facilities, Enterprise Security management and the vendor installing the equipment.

  • Provides support to outside contractors during new camera, surveillance, electronic access control, and intercom system installations and/or additions.

  • Extracts digital reports or recordings from the camera, surveillance, or electronic access control systems.

  • Develops training curriculum and trains all users of the camera, video management, surveillance, electronic access control, and intercom system procedures.

  • Serves as the primary liaison with IT regarding the access control system application. This includes serving as the technical liaison between IT, Enterprise Security and the security systems integrator for all new camera and access control system installs.

  • Conducts acceptance testing of all capital asset improvement projects to install camera, surveillance, electronic access control, or intercom systems.

  • Trains Tri-State personnel to maintain the NERC CIP access control system components.

  • Maintains all technical certification and training for camera, surveillance, electronic access control, and intercom systems as required by security system manufacturers, integrators and distributors.

  • Serves as an access control system Administrator.

  • Serves as the physical security subject matter expert for applicable NERC CIP Standard requirements.

  • Serves as the primary backup to the Key Distribution Manager to manage the Instakey database and distribute/receive keys for NERC CIP Low Impact facilities.

  • Serves as the Enterprise Security IT Change Advisory Board (CAB) representative.

  • Conducts Security Threat Vulnerability Assessments and identifies risks and process gaps in existing processes, procedures and systems.

  • Serves as Project Manager to gather vulnerabilities from completed Security Threat Vulnerability Assessments, track, design and plan their mitigation.

  • Yearly and quarterly assists the Enterprise Security Compliance Coordinator complete NERC CIP Standard requirements.

  • Prepares updates to management on the status of programs, plans, reports, and related documents.

  • Conducts special projects and prepares reports, as assigned.

  • Maintains accurate and current Tri-State equipment inventory lists for all camera, surveillance, electronic access control, and intercom systems.

  • Serves as technical advisor for all camera, surveillance, electronic access control, and intercom systems related security projects.

  • Ensures adherence to company policies, practices and procedures.

  • Ensures adherence to all safety related laws and company policies, practices and procedures.

  • Ensure adherence to company policies, practices and procedures as well as DHS standards and Equal Employment Opportunity (EEO) laws and regulations.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Qualifications:

Knowledge, Skills, and Ability:

  • Working knowledge of basic IT network infrastructure.

  • Working knowledge of IP addressable network components as it applies to camera, surveillance, electronic access control, and intercom systems components.

  • Working knowledge of corporate security policies, practices and procedures.

  • Working knowledge of NERC reliability CIP standards.

  • Working knowledge of FERC standards of conduct.

  • Knowledge of PC/desktop workstation applications such as MSWord, Excel, Outlook or other similar systems.

  • Excellent customer service skills.

  • Innovative with creative solutions to camera, surveillance, electronic access control, and intercom systems related issues.

  • Ability to establish and maintain effective working relationships with internal stakeholders and external organizations.

  • Ability to handle and maintain a high level of confidentiality.

  • Be able to demonstrate that he or she can perform all of the essential functions of the position.

  • Demonstrates a high degree of attention to detail.

  • Ability to travel frequently, including overnight travel (must possess a current and valid driver's license).
