Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AIRCRAFT MECHANIC SUPERVISOR, Position Description Number PDD0736000 and is part of the MA ANG 104th FW, National Guard. This is a Non-Bargaining Unit position. The unit point of contact and contact phone for this position is: Maj Allen Magdycz, 413 568-9151 x 698-1219 Responsibilities (1) Planning: Plans the overall allocation of personnel and other resources to the organizational segments supervised to accomplish work operations which, because of their scope, volume, and complexity, must be planned on a yearly or longer basis. Analyzes the work plans developed by subordinate supervisors for accomplishment of assigned work orders and projects and the status of work being accomplished in relation to overall schedule requirements, including unanticipated or emergency requirements. Provides higher level managers and/or supervisors information on status of work projects, budget estimates, changes in equipment, facilities, techniques, etc. Participates fully with higher level management officials and staff organizations in studying and developing recommendations concerning changes in specification requirements, work techniques and standards; revisions of organizational structures, responsibilities, and relationships; and improvement or modernization of equipment, facility layout, and workflow. Participates in planning conferences and meetings. (2) Work Direction: Explains work requirements to subordinate levels of supervision, sets deadlines and sequence of operations. Coordinates and directs the work of units supervised. Balances work load for subordinate work groups. Analyzes production, cost and personnel utilization records and makes adjustment in operations to correct problems. Develops quality and quantity standards. Spot checks work operations to assure production and quality standards are met. Encourages employees to achieve goals. (3) Administration: Recommends promotion or reassignment of subordinate supervisors and reviews personnel actions prepared by them. Makes formal appraisal of supervisors' work performance and reviews employee appraisals submitted by them. Determines long-range training needs for all levels of subordinates, submits funding and budget requests with justification for approval, and arranges for the accomplishment of the training. Promotes and administers such programs as cost reduction, incentive awards, suggestions, and quality assurance. Ensures that regulations governing safety and housekeeping are observed with appropriate protective clothing and equipment being utilized. Assures that subordinate supervisors carry out such programs as labor-management and equal opportunity. Schedules and approves leave. Ensures that position descriptions are accurate and that position management principles are followed. Develops and establishes the internal procedures to be followed by subordinate supervisors to assure effective control and direction of the work activities, organizations, and personnel supervised. Assures that appropriate production reports and administrative records are maintained. Acts on personnel problems referred by subordinate supervisors. Hears and resolves grievances and ensures proper corrective action is taken. (5) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and commandsupport exercises. May be required to perform such additional duties as structural fire fighting, aircraftfire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipmentoperation, maintenance of facilities and equipment, or to serve as a team member on boards to cope withnatural disasters or civil emergencies. (6) Performs other duties as assigned. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position Constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. GENERAL EXPERIENCE: Must have experience, education or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. SPECIALIZED EXPERIENCE: Must have at least 36 months Experience or training installing, adjusting, aligning, troubleshooting and functionally testing the various major and minor mechanical and pneudraulic systems on an aircraft during overhaul or modification. Experience coordinating the work of other mechanics, and scheduling maintenance to ensure completion of critical actions and optimum workflow. Must have the ability to instruct lower graded mechanics, military and other personnel in the disassembly and re-assembly of crash damaged engines, transmissions, gearboxes, hydraulic components, and fuel controls sufficient for the exhibit to be returned to its shipping container. In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program incentive, the following termination rule applies: Incentive Termination without Recoupment: If you accept an Active Guard Reserve (AGR) position or a Military Technician (Mil Tech) Permanent or Indefinite position after 25 February 2010 where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment.
