Annual Salary: $84,097 + $1,500* Masters Stipend $85,597*

Job Responsibilities:

The Manager of Centralized District Management Services is chiefly responsible for the supervision, planning, coordination and delivery of Erie 1 BOCES Central Business Office (CBO) services to participating school districts. Services offered through the Erie 1 BOCES CBO are designed to assist participating districts by performing essential or core functions of a school district business office, including: accounts payable, payroll preparation, claims auditing, and general ledger maintenance. The CBO provides participating school districts with trained professionals to meet the evolving needs of their business operations and enables them to maintain compliance with sound accounting practices and achieve proper segregation of duties.

Additionally, the Manager of Centralized District Management Services will have certain administrative responsibilities related to the School and Municipal Energy Cooperative (SMEC).

These responsibilities require the Manager to focus on overall program leadership, growth, and sustainability to ensure that all services meet the ever-changing needs of the school business office.

STAFF SUPERVISION

  • Supervise and evaluate all classified personnel in the CBO.

  • Manage and coordinate the hiring process for vacancies in the CBO.

  • Interview and recommend candidates for employment, in consultation with the Associate Director of Management Services.

  • Ensure that newly hired personnel in the CBO have a smooth transition, orientation, and onboarding into the organization.

  • Schedule and assign personnel to projects and duties.

  • Conduct annual evaluations of CBO staff members’ performance.

    PLANNING, ASSESSMENT, AND DELIVERY OF CBO SERVICES

  • Direct and supervise CBO staff members in their delivery of services to participating school districts.

  • Develop new services to anticipate and respond to the evolving needs of school districts.

  • Develop written service proposals/agreements tailored to the unique needs of each participating school district client.

  • Create and maintain working relationships with school district administrators, including business officials, to assess the effectiveness of current services and determine future needs.

  • Assist school districts with compliance concerning state and federal mandates that affect the delivery of CBO services.

  • Cultivate and maintain working relationships with staff in client school districts to ensure that day-to-day business office needs are addressed.

    FISCAL MANAGEMENT OF CBO SERVICES

    The Manager of Centralized District Management Services will assist the Associate Director of Management Services in the following tasks, as they pertain to the CBO:

  • Develop, analyze, and manage service budget.

  • Develop Division Cooperative Services (“Co-Sers”), as needed.

  • Coordinate requests for services through school district participation.

  • Prepare annual budget and revenue projections.

    ADMINISTRATION OF SCHOOL & MUNICIPAL ENERGY COOPERATIVE (SMEC)

    The Manager of Centralized District Management Services will assume certain responsibilities for the administration of SMEC, which includes, but is not limited to, the following tasks:

  • Assist in preparation for quarterly member meetings.

  • Communications with member districts regarding energy purchases.

  • May serve on the Board of Trustees, as determined by the Cooperative’s election process.

  • Exploration of emerging energy solutions or requirements for participating municipalities.

    OTHER DUTIES

    Other duties may be assigned by the Associate Director of Management Services that are relevant to the civil service job description for this title.

Job Qualifications

Minimum Civil Service Qualifications:

Must hold permanent status as a Manager, Centralized District Management Services; or; M ust meet minimum qualifications for provisional appointment as follows:

A) Graduation from a regionally accredited or New York State registered college or university with a Master’s degree in Business, Public Administration, Accounting, Education or other closely related field or Juris Doctorate and three (3) years’ experience providing business, legal or other administrative support to either government planning or K-12 school management operations.

B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in Business, Public Administration, Accounting, Education or other closely related field and five (5) years’ experience providing business, legal or other administrative support to either government planning or K-12 school management operations.

C) An equivalent combination of training and experience as defined by the limits of (a) and (b).

Additional Qualifications:

  • Must take the upcoming Erie County Civil Service exam for the title of MANAGER, CENTRALIZED DISTRICT MANAGEMENT SERVICES once announced.

  • Payroll processing, Accounts payable, Accounts receivable, Claims Auditing and Purchasing

  • Two years experience in a supervisory role preferred

  • Experience working directly with school districts is preferred, but not required.

  • Leadership and decision-making skills

  • Demonstrated ability to lead team of individuals toward common goal(s).

  • Easily adapts to change and responds nimbly with creativity and innovation.

  • Proficiency in Microsoft Office Suite

  • Helpful, patient, kind, adaptable, confident, positive.

  • Excellent written and oral communication skills to address external client needs, as well as the needs of the internal Central Business Office team.

  • Ability to communicate clear, concise information in a professional manner.

  • Ability to work within and among a diverse team

  • Must be able to tactfully handle sensitive situations/issues

  • Thrives in a team environment

  • Must be innovative and creative when providing solutions to clients

  • Must maintain high level of honesty and integrity

  • Would garner respect among well-established CBO team.
