Job Description

The Naval Nuclear Laboratory (NNL) Financial Services Directorate is seeking a Prime Contracts Attorney.  This role provides consultation and advice to Company management on all phases of contractual relationships with government agencies, subcontractors, and other Government Prime Contractors groups.  This individual works to interpret and implement Government regulations and policies consistent with Company rights, privileges, and obligations under the Prime Contracts.  This position also evaluates and advises on the allowability of costs that can be charged under Government contracts based on research of laws, regulations, and case decisions.  In addition, this candidate will oversee Risk Management for the Company. This position requires broad knowledge of the Fluor Marine Propulsion, LLC (FMP) Prime Contracts, the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), the Department of Energy Acquisition Regulations (DEAR) along with the ability to drive items to closure, and the capacity to adjust priorities on a regular basis to ensure emergent items are supported.  This role requires regular interaction with the Government, NNL Management, and Fluor Corporation.  Additionally, the candidate must demonstrate the ability to work collaboratively with key internal and external stakeholders to accomplish Program deliverables. Specific duties may include: Research and study federal laws, regulations, and policies to assure compliance of FMP policies and administrative procedures and provide assistance to Company management consistent with current laws and regulations. Interpret contract language, review contract modifications, support and respond to audits, and ensure Company awareness and understanding of new contractual requirements and directives. Advise relative to allowability and claims in cases where costs have been questioned by the Government. Assemble and evaluate information related to claims from allowability or contractual arrangements. Prepare briefs for legal Counsel review based on research of law, regulations, and cases in developing a position.  In the event of a formal dispute, prepare material for Contracting Officer decision. Assist management in negotiations of Prime Contracts, including Appendix A to the DOE Prime Contract (Human Resources Appendix). Develop and recommend means for resolving problems and differences that arise and provide assistance to Company management to ensure compliance with requirements and acquisition regulations. Oversee risk management and internal controls programs including preparing the Company's annual Risk Profile, Entity Assessment, and Internal Controls evaluations. Develop and/or advise with respect to unusual and complex contracts and other documents such as leases, easements, and releases. As needed, review and advise on unique deviations or exceptions in contract provisions for purchase orders and subcontracts.  Review unique exceptions with Legal Counsel, as appropriate. Interface with NNL leadership, Fluor Corporation, Bechtel Plant Machinery Inc., and Naval Reactors/Naval Reactors Laboratory Field Office (on-site Government representatives) as part of performing assigned duties. Identify and conduct training opportunities for stakeholders. Ensure accurate and timely execution of business/administrative work. Travel approximately 5-10% to support cross-site initiatives.

Required Combina ion of Knowledge and Skill

Juris Doctor degree from an accredited law school and maintain an active license to practice law in at least one state of operation (NY, PA, or ID). Must have active membership in good standing of the bar in at least one state of operation; and 3 years of relevant experience.

Preferred Skills

Prime Contracts experience. Experience with Federal Acquisition Regulations (FAR). Experience with Department of Energy Acquisition Regulations (DEAR) Experience with Department of Energy Directives Experience with Defense Federal Regulation Supplement (DFARS). Experience with federal laws, regulations, and policies. Experience evaluating Management and Operating (M&O) contracts.

Pay Range $139,300.00 - $222,000.00 annually Salary information provided is a general guide line only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation.
