Library of Congress Supervisory Digital Collections Specialist in Washington, District Of Columbia

Summary This position is located in the Digital Collections Workflow Section, Digital Collections Management and Services Division, Digital Services Directorate, Discovery and Preservation Services. Responsibilities The position serves as a Supervisory Librarian in the Digital Collections Workflow Section (DCW), Digital Collections Management & Services Division (DCMS), Digital Services Directorate (DSD), Discovery & Preservation Services (DPS) within the Library Collections and Services Group (LCSG) at the Library of Congress (LOC). The Supervisory Librarian reports directly to the Section Head and is responsible for working in collaboration with the Section Head and managing work conducted within DCW as assigned. DCW is responsible for providing digital acquisitions support to the Library Collections and Services Group, and for the lifecycle management of digital collections that are not otherwise under the care of a custodial division. DCW is also responsible for the management of the Library’s crowdsourced transcription program By the People and the emergent digital scholarship program or the work of the first Library’s first Digital Collections Data Librarian. DCW staff collaborate with other Library curatorial units, technical staff, and external organizations to establish best practices, implement new and streamline existing digital workflows, identify digital content management problems, and propose solutions for the content within the scope of the section and division. The incumbent supervises a group of employees performing work up to the GS-12 level. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules and deadlines for completion of work. Assigns work to subordinates based on: priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Observes workers’ performance and demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. In consultation with the Section Head, provides feedback and periodically evaluates employee performance. Resolves complaints and grievances. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to assignments and administrative matters. Provides minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Reviews and approves or disapproves leave requests and certifies time and attendance records for staff. Assures that subordinates are trained and fully comply with safety regulations and safeguards sensitive and personally identifiable information (PII) of employees. With the Section Head, oversees the daily operations of the unit's digital content management programs to ensure ongoing, efficient, and trustworthy ingest and processing of digital collection content. With the Section Head, manages ongoing unit operations and continuous improvement of practices to ensure access to digital collections content. Analyzes and participates in the development of appropriate guidelines, standards, and mechanisms for setting program priorities. Creates innovative tools/approaches to digital content management implementation within the broad framework of program strategies and goals. Supervises staff and contractors in identifying workflow improvements and emergent tools/technologies for digital content management. Upon request by the Section Head, organizes, develops, and implements complex projects involving the lifecycle management of digital content. Leads working groups, task forces, committees, or ad hoc groups that have been assigned responsibility for specific digital lifecycle management projects or tasks. Coordinates the details involved in special projects, defining tasks/assignments. Identifies, develops, and implements options for improving the performance of the plans/projects. Develops, establishes, and maintains professional relationships with staff across the Library and those in the larger digital content management community in order to share resources and information, to coordinate workflows, project planning, and policy development in the Library and to facilitate and encourage the development and implementation of national best practices and standards for digital content management. As a consultant and liaison, serves as an expert advisor on digital content management practices. Performs various other duties as assigned. The incumbent of this position will work a flextime work schedule. This is a supervisory, non-bargaining unit position.
