Overseas Private Investment Corporation Senior Development Impact Specialist (Financial Intermediaries) in Washington, District Of Columbia

Summary This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP), Development Impact Division. The Senior Development Impact Specialist (Financial Intermediaries) assesses and monitors the development impacts of DFC projects, with an exclusive focus on projects in the financial services sector supporting access to finance and financial inclusion. The position works closely with investment teams to identify opportunities to maximize impact. Responsibilities Assesses the expected development impact of DFC projects, with a specific focus on projects in the financial services sector supporting access to finance and financial inclusion, including - but not limited to - microfinance; small and medium enterprise (SME) finance; women entrepreneurship and empowerment; and climate finance; through various types of financial service providers (e.g., microfinance institutions, banks, non-bank financial institutions, digital financial service providers, and investment funds). Conducts development impact clearances as part of the investment due diligence process based on DFC's impact framework, the Impact Quotient (IQ) and defines the monitoring plan for the investment to track actual impact of investments. Works closely with investment teams to provide high-quality, timely development impact assessment, sharing concerns, opportunities to maximize impact, and lessons learned. Works with Monitoring & Analytics group to monitor and manage the impact performance of DFC projects, with an exclusive focus on projects in the financial services sector supporting access to finance and financial inclusion. Represents DFC and builds DFC's brand within the impact management sector and contributes to the development of DFC's thought leadership materials. Requirements Conditions of Employment Qualifications Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to 1) Assess the development impact of investments and/or projects that utilize financial service providers (including, but not limited to, microfinance institutions, banks, non-bank financial institutions, digital financial service providers, and/or investment funds) to support financial inclusion; AND 2) Communicate key insights to decision-makers to maximize project and/or portfolio/program impact.
