Office of Personnel Management Personnel Research Psychologist in Washington, District Of Columbia

Summary As a Personnel Research Psychologist at the GS-0180-12/13, you will be part of Workforce Policy and Innovation, Office of Personnel Management. If selected, you will be responsible for conducting research on organizational design (OD), knowledge management (KM), employee engagement or other fact-finding studies. Responsibilities Maintain a working knowledge of relevant laws, regulations, policies, standards, and procedures, which will require reading and understanding complex materials. Collaborate with others and work on teams to accomplish work-related activities. Examine key performance indicators supporting strategic initiatives that support employee engagement. Formulate comprehensive plans to define, guide and control the research and related efforts for accomplishment of research projects. Conduct or monitor all aspects of the research required for implementation and completion of studies. Develop appropriate instruments and controls and apply knowledge of test theory to address operational problems and needs. Basic Requirement: Successful completion of a full 4-year course of study leading to a bachelor's or higher degree that included a major field of study (or equivalent) in psychology. (Must submit transcript.) In addition to meeting the Basic Requirement listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered. FOR THE GS-12: You must have one full-time year (52 weeks) of specialized experience equivalent to the GS-11 grade level in the Federal service (or equivalent) performing ALL of the following duties: 1) assisting in the development of survey results reports to communicate findings effectively; 2) participating in data analysis utilizing statistical programs to support efforts in addressing individual organizational and multi-organizational workforce analysis or evaluation. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. FOR THE GS-13: You must have one full-time year (52 weeks) of specialized experience equivalent to the GS-12 grade level in the Federal service (or equivalent) performing ALL of the following duties: 1) Consulting current research literature or professional associations to refine the approach or methodology for assessments for employment selection; 2) Conducting quality control and assurance actions to verify and validate that assessment protocols and requirements are met throughout the assessment process; 3) Designing assessment strategies to help meet hiring manager needs to hire qualified talent consistent with professional standards and legally defensible hiring methods; 4) Developing practical assessments including rating scales that are used for employment selection. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
