Customs and Border Protection Management and Program Analyst in Washington, District Of Columbia

Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade in multiple directorate offices located in Washington DC. Responsibilities CBP Office of Trade is the architect of the most robust customs system in the world and the second largest revenue source for the U.S. Government. We facilitate legitimate trade, enforce U.S. laws, and protect the American economy as well as consumer health and safety. Collaborating with industry and government partners, we create a fair, competitive, and safe trade environment, and we enforce U.S. trade law to protect national economic security. Our expertise in the trade community allows us to lead the development of streamlined and efficient processes that provide certainty for legitimate importers, while combatting transnational crime. This position starts at a salary of $68,405.00 (GS-09, Step 1) to $107,590.00 (GS-11, Step 10) with promotion potential to $128,956.00 (GS-12 Step 10). Assisting with implementing and coordinating a variety of requirements or activities affecting communication strategies and mission support success. Assessing, developing, implementing, and evaluating the researches and/or develops internal and external communication products, including information effectiveness of internal and external Office of Trade and other CBP communication strategies, materials, and programs as required. Assisting with the review of submissions for substance, conformance with instructions, completeness and authorizations for necessary changes and modifications to responses for executive and managerial consideration. Planning or assisting with planning management through briefings, presentations, and other mechanisms for supervisors and executive management; ensuring accurate and appropriately concise information is available. Providing program management support to ensure the sustained maintenance and effective operation of major programs within the Office of Trade. Qualifications Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting with team studies or work assignments. Assisting in developing and coordinating briefings, presentations and conferences for supervisors and high-level management. Ensuring accurate, concise, and timely information is available to management and policy officials. Researching and/or developing internal and external communication products, including information brochures, Web content, marketing materials, internal templates, and leadership messaging using best practices. Providing administrative assistance and support services to management relating to the application of existing communication channels to meet mission requirements. Education Substitution: GS-09: A master's degree or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester hours or 54 quarter hours. Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Researching and/or developing internal and external communication products, including information brochures, Web content, marketing materials, internal templates, and leadership messaging using best practices. Providing administrative assistance and support services to management relating to the application of existing communication channels to meet mission requirements. Assisting in the design and implementation of planning and controls for submission and tracking of data. Assisting in developing, implementing, and monitoring sophisticated management information systems that focus on long- and short-range plans, policies, and programs in the direction of goals. Using Web content management systems to provide analytical advice and research-based recommendations for communication with compelling and accurate content, monitoring day-to-day content updates. Education Substitution: GS-11: A Ph.D. or an equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree or an LL.M. degree may substitute for experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise three years of graduate study. Combining Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.
