Responsibilities As a Management and Program Analyst (Budget and COR), at the full performance level, you will perform the following duties: Serve as the primary point of contact and technical expert for a variety of functions and activities requiring the application of a wide range of qualitative and quantitative methods for assessment of management and financial processes, and mission support programs. Perform as the COR (Contracting Officer's Representative) for program contracts. Ensure objective, accurate, concise and timely information is available to management and policy officials through briefings and presentations. Responsible for issuing and maintaining final planning controls for submission of data, including forming the basis of program resource requests, and decisions. Provide expert advice and recommendations for budgetary actions and execution at multiple levels within the Agency from staff up to the Executive Associate Director. QUALIFICATIONS: You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as: Develops policies or procedure manuals Applying contracting laws and policies Gathers data to track and evaluate the effectiveness of program, or risk management controls. Prepares the performance evaluations of contracts; AND Ensures budget documents are managed and submitted in a timely manner. PLEASE NOTE: This position requires completion of the DHS Federal Acquisition Certification-Contracting Officer's Representative FAC-Professional and the DHS FAC-Program and Project Managers Certification (FAC-P/PM) II. It is preferable the incumbent has successfully completed the DHS FAC-Professional and the DHS FAC-P/PM II prior to their entry on duty (EOD). For those who do not possess the FAC-COR III and/or the DHS FAC-P/PM II certification upon EOD, completion and current maintenance of the certifications must be completed within one year of entrance on duty.
