Summary This position is located in the United States Coast Guard (USCG) Assistant Commandant for Acquisition(CG-9), Director of Acquisition Services (CG-92), Office of International Acquisition Programs (CG-922), located in Washington, D.C. Responsibilities This position serves as an Foreign Military Sales (FMS) Logistician responsible for logistics management and technical service functions for FMS acquisition and Excess Defense Article (EDA) transfer projects. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include: Providing logistical and technical support in acquisition planning, implementation, execution and reconciliation of all security operation programs. Providing input for the development of logistics support, engineering, and quality control aspects of project plans. Implementing project plans and providing oversight of contractors. Developing logistic support plans for acquisition projects. Providing technical evaluations and proposals for repair, maintenance, and engineering of boat and equipment acquisitions. Preparing analytical reports, market research, logistics support to keep leadership abreast of changing or emerging issues. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. You may be required to serve a probationary period. Obtain a DHS Contracting Officer's Rep Level II certification in12 months Obtain a DHS Lifecycle Logistics Level III certification within 24 months. All qualification requirements must be met by the closing date of the announcement. Qualifications To qualify for the GS-13: At the GS-13 level: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the federal service. Resume must demonstrate that you meet 4 out of the 6 specialized experience below: Develop integrated logistic support plans for acquisition projects. Develop statement of work, independent government cost estimates and market research for which contractor support is required. Prepare recommendations for modifications of repair to support operations and maintenance of assets following delivery. Prepare documentation such as analytical reports, market research reports, decision memorandum, and logistics support assessments to keep leadership abreast of changing, relevant and emerging issues to make improvement or change. Perform technical assessment both in the U.S. and abroad of assets and facilities in support of logistic projects. Perform analysis and provide recommendation regarding compliance with technical requirements. National Service Experience (i.e., volunteer experience): refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
