Federal Student Aid FAFSA Program Executive Director (Supervisory IT Specialist), AD-2210-00 (Excepted Service) in Washington, District Of Columbia

Summary This position in Federal Student Aid will have a significant impact on postsecondary educational opportunities for more than 10 million students nationwide. This position will serve as the Executive Director of the Free Application for Federal Student Aid (FAFSA) program under the Principal Deputy Chief Operating Officer (PDCOO), is responsible for incorporating new and cutting-edge technology to modernize the financial aid process, and will be a key leader in FSA’s overall modernization. Responsibilities The FAFSA Program Executive Director (Supervisory IT Specialist), AD-2210-00 (Senior Manager): Designs, implements, and drives a large-scale, high-impact IT program supporting millions of users. Leads the identification, prioritization and implementation of customer experience strategies and processes. Oversees the design, development, testing, and evaluation of information systems and software applications, including the assessment of AI-based tools. Provides briefings and detailed reports to Congress, the Secretary, Deputy Secretary, Chief Operating Officer, and other senior staff. Leads a diverse team of federal employees and contractors, providing technical and product guidance. MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: Specialized experience for the AD-2210-00 (Senior Manager) is demonstrated by performing one year of experience equivalent to the (GS-15 equivalent) in each of the following three (3) duties or work assignments: Experience leading the development and maintenance of complex software applications serving millions of users in an agile development environment. Experience leading teams in conducting extensive user experience research and outreach for product optimization/innovation. Experience leading the development and execution of multi-year project plans geared toward continuous improvement and ongoing systems modernization efforts. Preferred qualifications: Experience communicating with educational institutions. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Credit will be given for all appropriate qualifying experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience.
