TRGis seeking an experiencedEnergy Consultant(s)to provide support to The Defense Logistics Agency (DLA) and the Office of the Assistant Secretary of Defense for Energy, Installations, and Environment.

The Energy Consultant-II will work to meet the goals of Executive Order 14057 by identifying and leveraging third-party financing (3PF) solutions, coordinating alternative financing with Military Services and other Department of Defense (DoD) Components, and providing guidance, policy recommendations, and processes to achieve EO 14057 objectives. The Energy Consultant-II will address logistical challenges associated with procuring clean energy at over 500 installations.

This position is currently hybrid. Work may be performed at the customer facility at TheDefense Logistics Agency (DLA) headquarters in Fort Belvoir, VA 22060 or remotely.

This position isContingent upon Contract Award.

A Government National Agency Check with Inquiries (NACI) may be required.

Core hours are between 8:00 am - 5:00 pm.

Duties and Responsibilities:

Third-Party Financing (3PF) Identification and Implementation:

  • Identify and evaluate third-party financing options for energy projects across DLA and other DoD installations.
  • Develop strategies to leverage third-party financing to meet the sustainability goals outlined in EO 14057.
  • Facilitate partnerships with financial institutions, private sector partners, and other relevant stakeholders.

Alternative Financing Coordination:

  • Work with Military Services and DoD Components to identify and implement alternative financing mechanisms.
  • Provide expert advice on structuring and negotiating alternative financing agreements.
  • Ensure alignment of financing initiatives with DoD policies and goals.

Guidance and Policy Development:

  • Develop comprehensive guidance and policy documents to support the implementation of 3PF and alternative financing.
  • Provide technical assistance and training to Department Components on 3PF mechanisms and processes.
  • Stay updated on the latest trends, regulations, and best practices in third-party financing and clean energy procurement.

Logistical Support for Clean Energy Procurement:

  • Address and resolve logistical hurdles related to the procurement of clean energy at 500+ installations.
  • Collaborate with DLA Energy (DLA-E) to streamline procurement processes and ensure efficient delivery of clean energy solutions.
  • Monitor and report on the progress of clean energy initiatives and their compliance with EO 14057.

Stakeholder Engagement and Communication:

  • Engage with internal and external stakeholders to promote the use of 3PF and alternative financing.
  • Represent DLA and the Office of the Assistant Secretary of Defense for Energy, Installations, and Environment at relevant meetings, conferences, and workshops.
  • Prepare and deliver presentations, reports, and briefings to senior leadership and other stakeholders.

Experience and Technical Qualifications:

  • Bachelor's degree in engineering, finance, business administration, energy management, or a related field is required.
  • Minimum of 7 years of experience in third-party financing, alternative financing, energy project management, or related fields required. Experience working with DOD or other federal agencies is highly preferred.
  • In-depth understanding of third-party financing mechanisms and alternative financing options.
  • Strong knowledge of federal energy policies, regulations, and EO 14057 goals.
  • Excellent analytical, negotiation, and project management skills.
  • Ability to develop and implement effective guidance and policy frameworks.
  • Proven abil ty to address complex logistical challenges in large organizations.
  • Strong communication and stakeholder engagement skills.
  • Strategic Thinking, Financial Acumen, Policy Development.
