Summary This Deputy Chief Information Officer (DCIO) for Enterprise Infrastructure (EI) position is located in the Bureau of Diplomatic Technology (DT) in Washington, DC. DT's mission is to create a secure, informed, and interconnected Department by using IT resources in a secure, innovative, and prioritized way. DT's vision is to drive effective collaboration and operations across the Department, its partners, and foreign audiences. Responsibilities The Deputy Chief Information Officer for Enterprise Infrastructure is a Deputy Assistant Secretary level equivalent position. As such, the DCIO serves as a key member of the Department of State’s Chief Information Officer’s leadership team and reports to the Principal Deputy Chief Information Officer. Key duties include overseeing a variety of infrastructure services including communication security services, enterprise cloud hosting, hardware supply chain, hosting environment and support, and shared lab services. The incumbent is responsible for the Department’s enterprise networks, overseeing the operational sustainment, reliability, and performance of these systems. He/She serves as an advisor to the CIO and PDCIO providing strategic direction and innovative solutions. The incumbent oversees three Regional Diplomatic Technology Centers located in Frankfurt, Germany; Bangkok, Thailand; and Washington, DC which provide technical support and guidance to support DT’s global customer base. The position oversees and provides executive leadership to the offices of Infrastructure Strategy and Finance; Infrastructure Management; Network Technology; and the Regional Diplomatic Technology Centers in Frankfurt, Bangkok, and Washington, DC. Requirements Conditions of Employment U.S. Citizenship is required. Must be able to obtain and maintain a Top Secret/SCI security clearance. Incumbent will be subject to random drug testing. Requires a financial disclosure statement, OGE-278. One year probationary period, unless excepted by regulation. Verification of employment eligibility in the United States is required. This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment. Qualifications Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). You should limit your narrative to two pages per Mandatory Technical Qualification and Executive Core Qualification.
