Summary The Deputy Assistant Secretary (DAS) for Antidumping and Countervailing Duty (AD/CVD) Operations reports to the Deputy Assistant Secretary (DAS) for Enforcement and Compliance (E&C). E&C works extensively with U.S. businesses on a regular basis to help them understand U.S. trade laws related to dumping and foreign government subsidies and act if they are injured by those practices. Responsibilities The DAS for AD /CVD Operations provides executive leadership and direction to the work of nine subordinate offices and related staff engaged in assigned functions. Specific duties and responsibilities include the following: Establishes and ensures compliance with standards of performance for AD/CVD operations issues including data collection and verification procedures, methods of analysis and technical accuracy of analysis, disclosure of information, thoroughness of investigation and adequacy of memoranda which serve as the bases for recommendations and decisions. Oversees the proper analysis of petitions submitted by domestic manufacturers, producers, and trade associations alleging unfair trade practices. Oversees the conduct of investigations resulting from such petitions during which the practice of foreign businesses and governments are questioned and investigated. Oversees coordination with the International Trade Commission on matters pertaining to administration of AD/CVD investigations, such as determination of the product definition and provision of calculations and analyses which form the basis of determinations reached. Prepares and issuance of instructions to U.S. Customs and Border Protection regarding the collection of AD/CVD duties, and recommends the revocation, termination, or extension of AD/CVD orders and findings. Coordinates with the DAS for Policy and Negotiations to ensure consistent decisions in AD/CVD proceedings. Handles sensitive issues associated with AD/CVD proceedings by participating in meetings and other activities within the Department and with representatives of U.S. and foreign industries or governments in order to increase understanding of issues and promote effective resolution. Developments of operating and program policies specifically applicable to the subordinate organizations. Delegates authorities, encompassing broad financial planning, budget formulation and development, financial management and control strategies. Requirements Conditions of Employment Background and/or Security Investigation required. All members of the SES are subject to geographic relocation. A one-year probationary period is required for new SES members. Subject to pre-employment and employment random drug testing. Public Financial Disclosure (SF-278 filing within 30 days is required). OPM approval is required before appointing any current or former political appointee to a permanent position in the civil service. This includes anyone who has been a political appointee in the last five years. Qualifications All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, your resume should demonstrate that you possess the five Executive Core Qualifications (ECQs), and the Professional Technical Qualifications (PTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet all executive and technical qualification factors will automatically exclude you from further consideration. Executive Core Qualifications: The following are the five ECQs and their competencies. The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions. ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.(Competencies: conflict management, leveraging diversity, developing others, team building). ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility). ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management). ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. This includes knowledge of statutes, regulations, policies, and procedures related to the administration of the AD/CVD program, as set forth in the Tariff Act of 1930, as amended. Demonstrated understanding of the relative roles and mechanisms of Federal agencies involved in the trade remedy area. Demonstrated experience communicating and collaborating with senior level officials of U.S. and foreign governments, including ambassadors; senior management officials of domestic and foreign industries; executive-level representatives of trade associations; and other high-ranking individuals on sensitive issues associated with AD/CVD proceedings. IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program and your ECQs were certified by an OPM QRB, you WILL NOT need to draft the ECQs. Education This position does not have a positive education requirement. Additional Information Background Investigation/Clearance: This position is designated as Top Secret/SCI. Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.
