Library of Congress Data Scientist (Data Analyst) in Washington, District Of Columbia

Summary This position is located in the Data Analytics Division, Financial Services Directorate, Chief Operating Officer. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Responsibilities This position is located in the Financial Services Directorate (FSD), reporting to the Supervisory Program Manager in the Office of the Chief Financial Officer (CFO). The incumbent’s activities support the Enterprise Planning and Management (EPM) initiative and other FSD activities to help drive improved decision making at the Library of Congress (Library). The incumbent studies data, builds analyses, synthesizes insights, creates presentations, and delivers practical and timely solutions to Library planners. The incumbent ensures the timely fusion of external data sources into the data holding and monitors the content for quality and compliance with the data governance framework. The incumbent operates and manages the future application to collect, link, store, and report on planning data created by Library planners at various levels. The incumbent collaborates with cross-functional teams, composed of professionals skilled in data science, policy analysis, financial management, performance management, information technology, and project management, to further promote data-driven decision making at the Library. Collaborates with FSD and Library colleagues to identify problems, appropriate data, analytical approaches, and execution steps to produce solutions, practical analyses, and insights. Analyses support the EPM program and other priorities, focusing on challenges in agency wide budgeting, planning, organizational performance management, risk management, and financial management. Analyzes data, applies, and explains statistical and mathematical principles. Is responsive to a variety of stakeholders and team members with varying skillsets. Coordinates with colleagues on any on-demand analysis and internal audit requested by FSD’s management. Translates the results of analysis into clear, visual communications to help Library managers make informed decisions. Translates complex concepts, findings, and limitations into concise, plain language. Presents the results of quantitative and qualitative analyses to non-technical audiences. Researches and designs presentations of analytical outputs tailored to specific audiences, including the use of interactive and narrative storytelling where appropriate. Works with stakeholders to create meaningful presentations and interpretations of analytical outputs. Applies methods of exploratory data analysis, selecting appropriate models and identifying when data is insufficient to reach conclusions. Conducts observational analyses to explore/group data, test hypotheses, and predict outcomes. Works with large datasets and numerous confounding variables. Derives meaning from complex data sets that include structured, loosely structured, and unstructured data. Synthesizes findings and turns them into meaningful insights. Develops, documents, and maintains tools and reports to help ensure the quality of EPM data and evaluates its compliance with the EPM data governance. Monitors data generated in the EPM tool and incoming data from external sources. Analyzes any immediate data issue, determines cause, proposes solutions to management, and perform mitigations. Develops and maintains a Data Quality Assurance Plan to address systemic deficiencies in data quality; including the descriptions, causes and effects, potential mitigations, constraints, and benchmarks for successful mitigations. Collaborates with colleagues and contractors to perform mitigations. Develops the capability to monitor and report quality benchmarks. Participates in the EPM internal process of reviews, studies, projects, and data validation efforts to evaluate system performance and identify vulnerabilities. Monitors data flows and stored datasets to make improvements to data collection and ingestion. Assesses potential biases in data selection, processing, and ingestion to ensure that data sources are fit for their intended uses. Recommends changes to processes to improve data quality and usage. Sets up and manages studies to collect new sources for the EPM data holding. Experiments and creates new methods to collect data and build tools to automate collection. Identifies valuable data sources and automates the collection process, documenting all involved processes. Knowledge of computer programming languages and tools for data analysis will be highly valued. Provides application support for the EPM tool users. Serves as an application administrator--manages users, assign roles, and grants access. Follows prescribed guidelines for access and uses official channels to manage approvals. Troubleshoots application usage issues with users. Assists the creation of training materials and conducts training for new users. Generates and maintains application documentation. Provides users with advice on EPM data and usage, as well as general advice on data analytics. Develops partnerships with different teams to overcome application-related hurdles. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to conduct data science analysis. * Ability to provide support for a software application. * Knowledge of computer programming and development tools. ** Ability to analyze, plan, develop and execute work in data analysis and/or processing. Knowledge of computer science, mathematical, and statistical theories, techniques and methods. Ability to communicate effectively other than in writing.
