National Nuclear Security Administration Computer Scientist in Washington, District Of Columbia

Summary The incumbent serves as a Computer Scientist supporting the Advanced Simulation and Computing (ASC) Program on computer and data science issues to ensure that ongoing ASC research and development (R&D) activities are well coordinated and responsive to the mission of ASC, as well as NNSA and national goals and policy. Responsibilities As a Computer Scientist, you will: Apply professional knowledge of computer science, mathematical, statistical theories, techniques, and methods to gather, analyze, design, and construct new processes for analytical modeling, interpreting models, and/or reporting quantitative information, trends, relationships and correlations among or within data. Provide authoritative scientific/engineering advice, guidance, and lessons learned on the interpretation of requirements and policies, establishment of priorities and schedules, negotiation of data exchanges and standardization, evaluation of alternative approaches and significant modifications, and initiation of new or corrective actions. Support other Advanced Simulation and Computing federal program managers in their annual project and budget planning, data collection and project justifications, preparation of annual budget narratives and long range portfolio estimates, etc. Maintain contact with leading U.S. scientists for the purpose of exchanging information and/or discussing technical advances in the field. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS Specialized Experience Statement: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal service i.e., NQ-02 or GS-12. Specialized experience for this position is defined as experience conducting at least 3 of the following activities: 1. Knowledge of domain science areas applying computer science, such as computer engineering, computational science, material science, physics, mathematics, digital twin, etc. 2. Knowledge of key financial management functions. 3. Demonstrated ability to accomplish work through others by setting objectives, determining priorities, delegating work, and holding subordinates accountable for measurable high-quality, timely, and cost-effective results. 4. Demonstrated ability to analyze highly complex issues and provide sound recommendations. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement. Education All applicants must meet the basic requirements of the Computer Science 1550 occupational series. Transcripts or other proof of required education MUST be included in application package. 1550- Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. OPM Qualification Standard for the Computer Science Series If education may be substituted for experience, indicate this and include the general formula for education to experience conversion (e.g., a Bachelor's Degree qualifies at the GS-5 level).
