National Nuclear Security Administration Supervisory Human Resources Specialist in United States

Summary This position is part of the Associate Administrator for Management and Budget, Department of Energy. A successful candidate in this position will serve as Supervisory Human Resources Specialist, providing technical and administrative direction to the federal staff, and program and project direction to contractor staff, who perform the full range of staffing and placement functions. Responsibilities As a Supervisory HR Specialist, you will: Function as a recognized authority on the management and administration of staffing and classification programs for NNSA, to conceive, develop, validate, and carry out vital staffing and classification programs, performing the more complex and controversial staffing and classification functions of the unit. In conjunction with the Employment Workforce and Planning Division (EWPD) Director, plan, implement, and evaluate HR policies related to EWPD, and practices associated with assigned HR functional areas. Deliver the full spectrum of designated Human Resources (HR) management services required to support NNSA organizations in the accomplishment of their missions. Provide a wide range of authoritative Human Capital Management (HCM) advisory services to employees and managers throughout NNSA, in one or more human resource functions. Provide technical and administrative direction to the federal staff, and program and project direction to contractor staff. Serve on intra-agency working groups, participate in formal hearings, high level meetings and conferences with departmental executives, OPM, and other external review authorities, employee representatives, and auditors as an authority in the field of human capital management. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 pay band or GS-12 grade level. Specialized experience for this position is defined as: experience performing all four of the items listed below. You are required to include examples of this experience in your resume. If you do not provide examples, your application will be considered incomplete and removed from further consideration. Experience providing advice and guidance to managers, other human resources professionals, and employees on Title 5 federal civilian staffing and placement regulations, policies, and flexibilities. This will include delegated examining, merit promotion, direct hiring authorities, and noncompetitive hiring options for both competitive service and excepted service. Experience developing and interpreting HR policies and procedures for implementation into the workforce. Experience leading a team of human resources professionals. Experience presenting training to a wide-range of audiences on various human resources topics. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
