GENERAL DESCRIPTION:

The Senior Business Project Management Analyst supports the Stable Token Commission and the Executive Director by helping facilitate the day-to-day operations of the agency. Responsibilities include tracking and reporting project status, managing internal stakeholders and external vendors, helping triage inbound tasks that may impact the STC’s scope and/or timelines, and any other duties or responsibilities as determined by the Commission or Executive Director. Ideal candidates will have hands-on experience in the blockchain industry, coupled with a familiarity of Wyoming’s digital asset initiatives.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Project Planning & Tracking: Support the Executive Director in defining and achieving project goals, managing the project timeline and roadmap, setting budgets, and determining resources needed. Responsible for translating these goals and metrics to trackable tasks on a given collaborative platform (e.g. Drive, Notion, Asana, Monday, etc.)

  • Communication:Effectively and professionally communicate with agency members, internal stakeholders, and external vendors/partners. This includes providing project status updates, planning and scheduling meetings, drafting or distributing public updates (i.e. newsletters or social media), and general coordination with third parties.

  • Process DocumentationCreate meticulous written and graphic process flows for the processes performed by the Commission. This includes processes performed by the agency internally (e.g. reimbursements), inter-agency (e.g. onboarding), and externally by vendors (e.g. token minting).

  • WYST Extensibility:Research and present opportunities to extend the footprint and functionality of the Wyoming Stable Token to the Executive Director and/or Commission. Examples may include deployment of WYST to new blockchains, engaging additional licensed service providers, or exploring novel distribution methodologies.

  • Meeting Preparations:Assist the Executive Director in the preparation of electronic and hard-copy materials for monthly Commission meetings, presentations to other branches of government (e.g. Joint Appropriations Committee, Select Committee on Blockchain, etc.) or other testimony as required.

  • Industry Monitoring:Stay informed of emerging trends, advancements, and best practices in stable token technologies to inform the Commission's strategies and activities.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

Bachelor’s Degree from an accredited university.

3-5 Years of experience in project or program management

Hands-on experience with blockchain and/or digital assets.

KNOWLEDGE:

  • Subject Matter Familiarity:High-level understanding of digital assets and blockchain technology, including familiarity with digital asset economics and an awareness of cybersecurity and other related risks.

  • Successful Project Delivery: Proven track record of successfully delivering projects on time, within budget, and to the required quality standards.

  • Effective Communications: Ability to communicate succinctly and professionally with internal and external stakeholders and explain complicated topics in a manner that could be understood by a diverse audience.

  • Taking Initiative:Completing tasks and demonstrating follow-through on tasks where there may be limited or a lack of instructions from supervisors.

  • Third-Party Management:Effective and professional management of third-party stakeholders such as vendors or partners, inclusive of timely communications, delegation of tasks and responsibilities, and tracking against goals and timelines.

  • Workflow Flexibility:Familiarity with, and ability to learn new platforms used for workflow management. Software examples include Drive, Notion, Monday, Asana, Jira, GitHub, and more.

  • Strong Ethical Standards:Ability to identify and manage potential conflicts of interest in the digital asset and blockchain industry. Full compliance with state ethics and disclosure laws, orders, and regulations.

PHYSICAL WORKING CONDITIONS:

  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
