Food and Drug Administration Regulatory Counsel in United States

Summary This position is located in the Department of Health and Human Services, Food and Drug Administration, Office of Regulatory Affairs, Office of Partnerships and Operational Policy, Office of Policy, Compliance, and Enforcement, Division of Operational Policy. This position assists senior specialist(s) in assignments of national scope and significance and in developing regulations and policies as assigned that are consistent with statutory requirements and existing policy. Responsibilities Drafts or reviews proposals for new regulations and policy statements involving the area of regulatory expertise. Consults with staff at all levels of the ORA and identifies areas of disagreement within the ORA or between the ORA and other units of FDA. Resolves disagreements through the use of decision memoranda or through meetings and articulates any policy consensus reached through this process. Develops policies and programs involving matters affecting the regulation of office program responsibility. Performs duties that include resolving a broad range of issues concerning the application of any of FDA's enabling legislation, pertinent regulations, and/or general legislation affecting the operation of the Federal government. Researches regulatory issues and revising existing or creating new policies and regulations. Requirements Conditions of Employment Qualifications The position of Regulatory Counsel falls within the 0301 occupational series. To qualify for this position at grade GS-12, you must meet Time-in-Grade requirements by 11:59 pm EST on 07/17/2024. Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. For this vacancy, applicants must have held grade GS-11 or higher for at least one year to be eligible for the GS-12 grade level. The grade must have been held in the Federal service but may have been in any occupation. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-12: You must have 1 year of specialized experience equivalent to at least the GS-11, in the Federal service, which includes: developing, planning, analyzing and researching issues to evaluate the effect of laws and regulations; reviewing and modifying policy and/or procedures to promote the efficiency and effectiveness of programs; providing policy analysis and critical review of issues affecting regulated products; reviewing and drafting legal documents, including proposed and final policies, regulations, and guidance. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed.
