Summary

This position will be the Program Manager to integrate the Extended Power Uprate projects across the Nuclear Fleet. The Manager of Nuclear Projects - Uprates position is responsible for the management, or the oversight / direction of managing, all phases of project/program planning and execution to ensure all program success factors are met, including but not limited to scope, schedule, cost, quality, environmental, safety, communications, security, and integration. In addition, this position is highly involved in the funding management and budgeting of the project / program responsible. This position may have direct reports consisting of project management, administrative support staff, subject matter experts, and other contingent workers. This position will be assigned to oversee a portfolio of projects making up the Uprate Program totaling > $1B in Total Project Costs. The projects will typically involve high scope complexity, team members who are sourced from multiple organizations, rely on multiple interdependent vendors, and stakeholders that include Senior Management, External Agencies, etc. The Program Manager will have significant interaction with external vendors and statusing of the overall Program timeline.

This position is considered a next level leadership level position; minimum qualifications and proven behaviors must be met to be placed within this position. Progression to this level is restricted on the basis of business need.

Responsibilities

  • Lead Program Management Organization. Develop and lead a high-performance team to ensure event free program/project goals are achieved. Accountable for execution and commissioning of assigned Nuclear projects and delivering project results that meet the requirements of stakeholders and customers including Safety, Environmental, Cost, Schedule, Quality, Compliance, Regulatory, Reporting.

  • Manage interfaces and communicate effectively with key dedicated matrix and service level support as applicable to assigned major projects including Finance, Accounting, EH&S, Operations, Legal, HR, Corp. Communications, and Supply Chain.

  • Assure Excellence in Project Planning. Drive and oversee the process of project planning according to PMCoE Standards and Corporate Policies. This includes project / program planning activities like funding justification and authorization, program / project (s) scope definition, integrating team from functional roles, establishing appropriate team monitoring and controlling behaviors, etc.

  • Assure Excellence in Project Execution. Includes objectives, stakeholders, scope, roles and responsibilities, assumptions and constraints, deliverables, WBS, schedule, external communication, regulatory strategy, procurement strategy, contractor and supplier strategy, resource plan, budget, lessons learned, risk plan, quality plan, safety plan, environmental plan, security plan, integration plan, data management plan, communications and reporting plan, change management, and project close out.

  • Establish and maintain communications among all project/programs stakeholders. Structure, lead, and/or assist in leading all project related meetings and reports required to ensure open communication between all team members, key stakeholders, and management (monthly project reviews, kickoff meetings, weekly reports, monthly reports, etc.) and to properly report project status.

  • Assure that Project Plan, all appropriate reports and reporting means are developed and managed according to PMCoE Standards. Present reports to appropriate management / governance team skillfully.

  • Responsible for technical portion of contract development and works with Contracts Manager on commercial aspects of contract development.

  • Represent Major Projects on Plant Health Committee, Project Review Board & Plant Health Subcommittee. Interface with and shares lessons learned with peer Managers of Projects for other sites..

  • Assigns Project Manager to projects and ensures assigned projects are integrated into the Nuclear -Major Projects business plan.

  • Remove barriers above the authority of the Project Manager that impede or have the potential to interfere with project success.

Basic / Required Qualifications

  • Bachelor’s degree and 9 years’ work-related experience or High School diploma / GED and 13 years’ work-related experience in lieu of the degree.

Desired Qualifications

  • MBA, Masters in Engineering, Masters in Construction Management, Masters in Project Management, etc.

  • Project Management Professional and/or Professional Engineer and/or Licensed Contractor and/or Association for the Advancement of Cost Engineering (AACE)

  • Mastery in Project Management or Projects leadership, Decision Making, Critical Thinking, and Problem Solving

  • Other Project related work experience; Risk Management; Strategic Leadership; Implementation, Work Integration, Planning

  • Employee Management/Development, Leadership and Oversight

  • Other Industry/Utility Experience

  • Expertise in Construction Management knowledge, Project related Scheduling, Cost Controls, Quality, Risk; Knowledge of Environmental, Health & Safety measures/controls

  • Leadership Experience in other departments at a Nuclear site
