Summary This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Information Solutions Division. The incumbent serves a Business Relationship Manager (BRM) for the Requirements Management Section-Customer Needs Management Branch, working under the direction and leadership of the Chief of the Requirements Management Section-Customer Needs Management Branch. This will be a Bargaining Unit position in Kansas City, MO, Washington, DC and St. Louis, MO and Ft Worth, TX. Responsibilities Develops Departmental directives to implement high-level accessibility policy changes that impact technology resource requirements enterprise wide. Identifies and develops short-and long-range strategies that will foster the effective and efficient use of information and technology in enhancing customer service and increasing productivity within USDA. Contributes to the development of USDA and agency strategic and tactical plans for improving overall efficiency and performance. Analyzes identified gaps in program performance and recommends business and technology solutions for improving performance and increasing customer satisfaction. Prepares and monitors project management plans for major USDA eGovernment initiatives. Requirements Conditions of Employment Qualifications For this position, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND For the GS-13 level: Applicants must have one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service, or comparable experience not gained through federal service. The specialized experience demonstrates applying regulatory standards, guidelines, polices and best practices to IT related programs/projects, developing business and technology roadmaps, defining high level requirements and business cases, working with business architects, business analysts, and monitoring ongoing program and development initiatives. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.).
