Class Summary

Job Description

This position is responsible for managing and developing a group of HR professionals tasked with supporting assigned departments with HR functions such as Employee Relations, Classification and Compensation, Employment and Recruitment, Training, and more.

Essential Duties

  • Manages and develops a team of employees

  • Creates and implements business strategies and delegates tasks to team members

  • Provides ongoing coaching and feedback to department liaisons and managers regarding policies, procedures, and performance management

  • Conducts management and supervisory training

  • Oversees full-cycle recruitment and onboarding process for assigned departments, e.g. hiring events, job postings, applicant screening, background checks, job offers, etc.

  • Manages the processing of personnel and payroll actions, e.g. hires, rehires, promotions/demotions/transfers, position and pay changes

  • Manages and investigates formal complaints that fall under a variety of federal regulations; writes reports and issues findings of fact, determination, and recommendations in complaints

  • Conducts interactive discussions with candidates and employees surrounding reasonable accommodation requests under the ADAAA

  • Oversees FMLA and other leave administration

  • Manages public safety promotional testing process

  • Manages quarterly random drug and alcohol testing

  • Conducts exit interviews and makes recommendations to senior leadership based on findings

  • Manages completion of unemployment hearings and manages organizational representation at unemployment hearings

  • Ensures compliance with federal, state, and local laws, regulations, codes, and/or standards

Grade

The grade for this position is 106. Salary will be dependent on education and experience.

Effective 4/11/2023, this position is eligible for the Employee Referral Program.

Minimum Qualifications:

  • Bachelor's degree in human resources, business, management, public administration or a closely related field;

  • Six years of related progressively responsible human resources experience;

  • Two years of experience in a human resources management role that includes supervision and development of staff;

  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Preferred Qualifications

  • Public sector experience

  • Four years of experience in a human resources management role that includes supervision and development of staff

  • Oracle Fusion Cloud HCM experience

The County Administrator and County Attorney are appointed by the Board of Commissioners and serve at its pleasure. The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.

In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
