Office of the Secretary of Transportation Financial Management Analyst- BIL (Open to both U.S. Citizens and Federal Employees) in United States

Summary This position is in the Office of the Under Secretary for Transportation Policy, Build America Bureau, Office of Credit Programs, Portfolio Management. The incumbent is responsible for the financial oversight and analysis of transportation project portfolios. These projects require federal maintenance and financial analysis related to all phases of the project life span. The incumbent is an expert in municipal securities, project finance and portfolio monitoring. Responsibilities The Financial Management Analyst: Provides senior leadership and assistance to other members of the Portfolio Management team in managing more complex transactions including restructuring and refinancing of existing debt, as well as amendments, waivers, and consents for existing loans with the Bureau’s counter parties, including public and private sector borrowers and equity sponsors. Leads in managing transactions involving existing loans, when necessary, with other teams in the Bureau, as well as other agencies and offices in the Department. Advises and supports the project operations to ensure oversight for Transportation Infrastructure Finance and Innovation Act (TIFIA)/ Railroad Rehabilitation and Improvement Financing (RRIF) financial activities and to ensure that the Agency's resources are being properly used and protected. Coordinates financial audits and financial assessments of TIFIA/RRIF programs. Analyzes and evaluates long-range financial activities and provide recommendations to improve the effectiveness of operations in meeting mission-critical goals and objectives. Analyzes the financial viability and monitors the mechanics of a portfolio of transportation projects financed with Transportation Infrastructure Finance and Innovation Act (TIFIA), Railroad Rehabilitation and Improvement Financing (RRIF), and Private Activity Bonds (PABs) credit and debt, including the financial oversight of projects before, during, and after construction, as well as each borrower’s compliance with the terms, conditions, covenants, and warranties in its TIFIA credit agreement. Works with the TIFIA and RRIF lead for credit negotiations and assigned DOT financial and engineering staff, writes the Project Monitoring Plan for each TIFIA and/or RRIF credit agreement. Reviews and accepts annual financial plan updates from the borrower. Participates as the TIFIA and/or RRIF representative on the oversight group, if any, formed to protect the interests of the senior lenders during the life of the senior loan. Reviews monthly reports from the construction contractor, the borrower, the independent engineer (or lender's technical representative) and DOT engineering staff to identify issues of concern that could prevent project completion within the approved budget. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience managing and monitoring a portfolio of corporate/project finance (i.e., providing debt/equity or ‘non-recourse’ financing) or transportation project finance loans that include loan/credit agreement compliance reviews, credit negotiations, project finance modeling and forecasting, borrower performance, reviewing financial status reports, plans, and updates aligned with U.S. capital markets and/or commercial bank lending practices with transaction size greater than $50 million. Experience managing the structuring or restructuring of corporate/project finance or transportation/infrastructure finance transactions with transaction size greater than $50 million within a reputed and established financial institution as a regular and recurring part of your job with minimal supervision. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Financial Management (‡) - Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities. Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Contracting/Procurement. Capital Planning and Investment Assessment - Knowledge of the principles and methods of capital investment analysis or business case analysis, including return on investment analysis. Risk Management - Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
