Description

The County of San Mateo’s Department of Emergency Management (DEM) is accepting applications from dedicated individuals for the position of DEM Coordinator – Coastside (Unclassified).

About the Position

The Coastside Coordinator will be responsible for evaluating the County's existing coastside emergency preparedness and response programs for effectiveness, identifying service gaps, and recommending and implementing enhancements. This role includes developing emergency response standards, protocols, and processes specific to the coastside; managing vendor services and contracts; coordinating system access and training for authorized users; and integrating the County's coastside emergency response program with other government agencies' emergency functions.

Additionally, the Coastside Coordinator will identify areas at risk for coastside hazards, provide community education, and determine how to integrate coastside emergency response systems with other technologies. The selected candidate will handle diverse tasks to ensure the County is prepared to respond to any event, including participating in a weekly on-call rotation, maintaining 24-hour readiness, and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.

This vital position will also involve engaging the public and stakeholder organizations, participating in advisory committees and work groups, and representing the County before all levels of governing bodies to create a comprehensive coastside emergency preparedness and response program for San Mateo County.

The ideal candidate will possess:

  • The ability to engage with the public and stakeholder organizations to identify and develop effective outreach strategies and community resources to disseminate program information.

  • The ability to understand the current use of technology in emergency response and implement these technologies at DEM.

  • Excellent written communication skills, including experience in proposal, report, and grant writing.

  • Proficiency in computer skills and operating standard computer applications, including but not limited to Word processing, spreadsheet software, PowerPoint, and email communication.

  • The ability to work effectively in a wide variety of situations (field, office, EOC) and disciplines (law enforcement, fire services, and emergency medical personnel).

  • A valid California Driver's License (depending upon the assignment).

  • Completion of Incident Command System (ICS) Courses 100, 200, 700, and 800.

  • A Master’s Degree in public administration, emergency management, crisis communication, security studies, or a related field is preferred but not required.

Additionally, the ideal candidate will possess the following knowledge, skills, and abilities:

  • Knowledge of Coastside infrastructure and related risks.

  • Knowledge of Coastside emergency preparedness and response programs and systems.

  • Understanding of Principles of staff training and development.

  • Understanding of Emergency Preparedness for natural and human caused disasters, such as tsunamis, earthquakes, fires, hazardous materials, civil defense, and floods.

  • Provide operational oversight to contractor or vendor.

Examples Of Duties

The DEM Coordinator's responsibilities may include, but are not limited to, the following:

  • Serves as the primary point of contact for coastside emergency management functions, including preparedness, mitigation, and recovery.

  • Assesses the County's existing coastside emergency preparedness and response programs and systems for effectiveness.

  • Conducts thorough assessments of community vulnerabilities and develops strategies to mitigate risks associated with coastside emergencies.

  • Develops coastside emergency response standards, protocols, and processes.

  • Determines how to integrate coastside emergency response systems with other technologies.

  • Performs gap analysis on County plans and recommends methods for closing observed gaps; develops and implements improvement plans following exercises or activations.

  • Contributes to Threat and Hazard Identification and Risk Assessment (THIRA), such as developing plans relating to the county’s potential exposure to hazards and risks.

  • Works with other jurisdictions and the county in implementing and mitigating strategies outlined in the plan.

  • Assists with training and exercises related to mitigation and recovery plans.

  • Liaises between County personnel and stakeholders to facilitate the implementation of emergency management programs.

  • Maintains EOC functionality through resourcing, training, and developing best practices.

  • Supports situational awareness in coordination with State and Federal Agencies.

  • Facilitates planning meetings with County personnel and stakeholders to develop comprehensive all-hazard emergency plans; provides input to all-hazard planning for unincorporated areas of San Mateo County.

  • Represents DEM at stakeholder meetings, tabling functions, and public-facing events.

  • Reviews and updates Operational Area Plans on a regular and routine basis.

  • Performs related duties as assigned.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education : Bachelor’s degree from an accredited college or university in business, public administration, emergency management or related discipline.

Experience : One year of experience having responsibility for assisting in program planning, development and budgeting in the public, military, or private organization, preferably related to emergency/disaster planning and management.

Knowledge of:

  • Modern methods of organization, planning, management and supervision.

  • Basic federal, state and local emergency services organizations, programs and objectives .

  • Principles of staff training and development.

  • The five Emergency Management Sections, including Management, Logistics, Planning, Operations, Finance and Admin.

  • Issues related to Emergency Preparedness for natural and human caused disasters, such as earthquakes, hazardous materials, civil defense, and floods.

  • Effective written communication, including the preparation of clear and concise reports, documentation, and revisions to procedures and plans.

  • Basic computer skills, including word processing, spreadsheet and presentation software.

    Skill/Ability to:

  • Deal cooperatively and effectively with a wide range of individuals and groups.

  • Analyze administrative problems and conduct studies in disaster planning.

  • Be self-directed in terms of project identification and development.

  • Plan and direct the use of resources and personnel.

  • Write and speak effectively.

  • Maintain subject matter expertise of planning and the logistics of specific functions.

  • Prepare technical reports, records and other documents related to emergency planning/management.

  • Provide Just-in-Time Teaching (JITT) and on the job training to County staff, including high level staff and department heads.

  • Provide operational oversight to a field location or staging area.
