About the Position: The U.S. Army Contracting Command was established on March 14, 2008. The mission of the ACC is to oversee more than $85 billion in contracts annually and focus on maintaining and improving the Army's ability to respond globally in support of the warfighter's needs. Responsibilities Conducts a full spectrum of pre-award through award functions associated with Multiple Award Task Order Contracts (MATOCs) for construction and architect-engineer services. Collaboratively works with stakeholders to develop acquisition plans, procurement strategies, source selection criteria, and milestones necessary to meet customer needs. Conducts market research in accordance with regulations and supports in-person and virtual industry engagements. Ensures appropriate funding, certification, and approvals have been obtained to support contract requirements. Conducts costs analysis and price negotiation memorandums to document negotiated agreements. Prepares basic contract award and secures approval from authorities established by regulations or policy. Monitors contractor performance for compliance with terms and conditions of contracts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Additional information about transcripts is in this document. Basic Requirement for the 1102 Series: Bachelor's degree (or higher degree) from an accredited educational institution. (Note: You must submit college transcripts with your application. Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University). OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience at the GS-12 Level: One year of specialized experience which includes: 1) Providing support with pre-award and post-award functions associated with contracts for construction and architect-engineering services; AND 2) Providing support with solicitation documents in accordance with regulations and policies; AND 3) Interpreting/applying acquisition regulations to support contract execution and administration. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS-12 grade level. You will be evaluated on the basis of your level of competency in the following areas: Contract Performance Management Contracting/Procurement Preparation and Negotiation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement.
