GENERAL DESCRIPTION:

The Chief Risk & Compliance Officer will be responsible for leading comprehensive risk and compliance functions commensurate with the Wyoming Stable Token’s risk profile. The CRCO will design and manage a compliance and risk management program incorporating multiple levels of responsibility and oversight to meet all relevant laws, regulations, and industry standards including the Bank Secrecy Act and Know Your Customer / Anti-Money Laundering requirements; as well as any other duties or responsibilities as determined by the Commission or Executive Director. The CRCO will report to the Executive Director with a direct line to the Commission.

Risk Management Program Development and Execution:

  • Develop and execute a comprehensive risk management program to be applied in both domestic and international markets, inclusive of identifying, assessing, responding to, and communicating risks across legal, technical, financial, and operational verticals.

Compliance Program Development & Execution:

  • Develop and execute a comprehensive compliance program, based on the WYST’s risk management program, to be applied in both domestic and international markets, inclusive of identifying, assessing, responding to, and communicating risks across legal, technical, financial, and operational verticals, including without limitation the Bank Secrecy Act.

Monitoring and Reporting:

  • Conduct independent evaluations, tests, and reviews of policies and procedures, and report on the organization's risk position to stakeholders, including the Commission and state legislature.

Public Comment:

  • In partnership with the Wyoming Attorney General’s Office, draft and submit public comments on proposed domestic legislation pertaining to blockchain and/or digital assets on behalf of the Commission.

Internal Reporting:

  • Provide reports to the Executive Director, Commission, and other legislative bodies on risk and compliance matters on a recurring and as-needed basis, inclusive of monthly Commission meetings. This includes updates on new regulations, enforcement actions, the effectiveness of current programs, and recommendations for improvements.

Industry Monitoring:

  • Stay informed of emerging trends, advancements, and best practices in stable token technologies to inform the Commission's strategies and activities.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

Bachelor’s Degree in Finance, Management, or a similar field from an accredited university.

Certified Anti-Money Laundering Specialist (CAMS), Certified Risk Manager (CRM), or equivalent certification preferred.

10+ years of management-level experience within compliance/risk management field, inclusive of compliance with the Bank Secrecy Act and KYC / AML.

Hands-on experience with blockchain and digital assets.

Remote role, Wyoming preferred.

KNOWLEDGE:

  • Subject Matter Expertise: Operational expertise pertaining to financial instruments, the global transmission of capital, and reporting; examples include the Bank Secrecy Act, Anti-Money Laundering (AML) requirements, and other industry-specific regulations.

  • Risk Management Expertise: In-depth understanding of risk management frameworks and principles, including the ability to identify, assess, mitigate, and monitor risks across various domains such as operational, financial, strategic, and compliance risks.

  • Digital Asset and Stablecoin Specifics: Comprehension of the unique compliance and risk mitigation challenges specific to digital assets, especially stablecoins.

  • Inquiry Response and Management: Proficiency in handling inbound inquiries from regulators, including response planning and drafting.

  • Leadership: Strong leadership skills to lead and motivate compliance professionals external to the agency.

  • Strong Ethical Standards: Ability to identify and manage potential conflicts of interest in the digital assets and blockchain industry. Full compliance with state ethics and disclosure laws, orders, and regulations.
