Summary This position is in the Office of Research and Development, Office of Resource Management, Planning and Budget Division, multiple branches/sections. About: The Office of Research and Development (ORD) This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected). *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities At the entry level of this position, you will: Perform budget execution support duties. Participate in reviews, edits, and consolidations of the annual and multi-year budget estimates into a single budget request. Verify relative costs and benefits of alternative program plans. Identify and analyze trends in the receipt, obligation, or expenditure of funds. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level. This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. If you are selected, you may be required to complete a one-year probationary period if appointed as Competitive Service or a two-year trial period if appointed as Excepted Service. #LI-Onsite Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-07 level, you must have one of the following: 1 year of full-time specialized experience equivalent to at least the GS-05 level defined as analyzing budgetary or financial data; and preparing written reports on findings and results; 1 full year of graduate level education; or superior academic achievement (Superior Academic Achievement Definition); the education must provide the knowledge, skills, and abilities necessary to do the work of the position; equivalent combination of education and experience. To qualify for the GS-09 level, you must have one of the following: 1 year of full-time* specialized experience equivalent to at least the GS-07 level defined as advising stakeholders on the submission of annual budget requests; monitoring budgetary obligations and expenditures; and identifying and preparing reports on differences between spending and projected estimates; master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position; equivalent combination of education and experience. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Ability to apply standard budgeting principles, practices and methods. Ability to complete assignments related to budget formulation, execution, or review of a budget. Ability to obtain, compile and summarize narrative information and quantitative data. Skill in written communication. Skill in oral communication sufficient to provide technical advice on organization budgets. Knowledge of budget practices, procedures, regulations, precedents, policies and guidelines. Skill in obtaining, compiling, and summarizing narrative information and quantitative data for use by others. NOTE: 1 year of full-time undergraduate study is 30 semester or 45 quarter hours. 1 year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study; if that information cannot be obtained from the school, 18 semester hours is considered 1 year of full-time study. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
