PROJECT BACKGROUND

The Critical Infrastructure Digitalization and Resilience (CIDR) program is a five-year regional program managed by DAI for the U.S. Agency for International Development (USAID)’s Bureau for Europe and Eurasia. CIDR assists partner governments and in-country organizations to work with key stakeholders and experts to assess cybersecurity gaps and priorities, make recommendations, and map courses of action to improve the cybersecurity of critical infrastructure and key institutions.

CIDR operates in the Western Balkans, Black Sea Region, and South Caucasus, where countries in recent years have come under more diverse and complex cyberattacks. CIDR is currently providing assistance in Albania, Georgia, Kosovo, Moldova, North Macedonia, and Serbia. This includes assistance in workforce development, cybersecurity assessment, cybersecurity governance, and information sharing of cyberattacks, threats, and solutions.

POSITION OVERVIEW

CIDR supports the governments of E&E countries (including the Western Balkans, Black Sea region, and Caucasus region) in assisting critical infrastructure entities to incorporate cybersecurity best practices into organizational operations, planning, and procurement; prioritize cybersecurity investment needs; select appropriate mandatory or voluntary standards and corresponding security controls; and establish the basis for region-wide cybersecurity information sharing. Through a regional approach targeting improved policies and legislation, information sharing, workforce development, and capacity-building, the program targets sectors such as energy (electric, natural gas, oil, district heating), water (transmission, distribution), transport, healthcare, finance, and telecommunications.

DAI/CIDR seeks a Technical Advisor to support the implementation of a 5-year USAID-funded Critical Infrastructure Digitalization and Resilience (CIDR) program. The Technical Advisor is a long-term position which will support program design, implementation, and relationship-building with stakeholders in Europe and Eurasia.

ROLES & RESPONSIBILITIES

· Works with the CIDR Technical Team, Senior Management, and other staff to establish relationships with key stakeholders including, but not limited to, government, private sector, academia, civil society, international donors, and other actors across cybersecurity organizations.

· Works with partners to keep abreast of cybersecurity trends in Europe and Eurasia, as well as globally, including existing and emerging cybersecurity campaigns or tools being used to combat threats.

· Works with program staff and partners to design and implement program activities.

· Offers technical analysis and support to the preparation of the CIDR’s activities.

· Contributes to preparation and facilitation of meetings with key critical infrastructure stakeholders.

· Prepares materials for technical activities together with partners or other staff, as needed, for instance stakeholder mapping, identification of entry points, facilitation of legislation drafting, support to establish cybersecurity emergency response teams (or equivalent), and/or coordinating key cybersecurity stakeholders nationally and/or regionally.

· Contributes to the development and revision of program reports, workplans, monitoring and evaluation plans, and communications materials.

· Supports the implementation of program activities as assigned.

· Additional responsibilities may be assigned as project needs evolve.

REPORTING:

· The Technical Advisor will report to the Senior Regional Technical Advisor.

TRAVEL REQUIREMENTS

· Travel to other countries may be required, as needed.

QUALIFICATIONS

Required

· Bachelor’s degree with 9 years of relevant technical, or professional experience.

· Previous experience with donor-funded cybersecurity and/or critical infrastructure strengthening programming preferred.

· Ability to manage multiple tasks and shift priorities quickly without compromising quality of work.

· Excellent spoken and written English, as well as at least one language spoken in the Eastern Europe region.

· Experience and ability to establish and maintain relationships with diverse stakeholders.

· Experience serving as client-facing liaison for technical projects preferred.

· Deep knowledge and understanding of critical infrastructure cybersecurity.

· Possession of the professional internationally recognized certification in the field of cybersecurity, networking, or security testing preferred.

· Ability to work in a cross-functional team; and serves as critical team member on a project team.

· Excellent written and verbal communication skills.
