Job Purpose: The Commissioning Manager will be responsible for overseeing the commissioning process of the BPROOEPCM project in Iraq. This includes ensuring that all systems and equipment are installed and tested in accordance with project specifications and safety standards. The job holder requires a minimum of a continuous 5-year tenure in a Commissioning Manager role with a reputable EPC Contractor Company. The job holder needs extensive experience in systems completions and final handover processes to client.

Job Responsibilities: • Develop and implement commissioning plans and schedules. • Coordinate with project stakeholders to ensure a smooth transition from construction to commissioning and finally to client Operations team. • Manage a team of commissioning lead engineers. • Manage the EPCm contractor commissioning assistance team. • Conduct inspections and testing of equipment and systems to ensure compliance with project requirements. • Troubleshoot any issues that arise during the commissioning process. • Ensure that all commissioning activities are completed on schedule and within budget. • Coordinate with vendors and subcontractors to ensure timely delivery of equipment and materials for commissioning. • Conduct pre-commissioning checks and inspections to ensure readiness for commissioning activities. • Develop and maintain commissioning procedures and documentation. • Participate in project meetings and provide status updates on commissioning activities. • Collaborate with the construction team to resolve any issues that may impact the commissioning process. • Provide training and support to operations personnel on the operation and maintenance of commissioned systems. • Ensure all commissioning activities are conducted in compliance with health, safety, and environmental regulations. • Review and approve commissioning test procedures and reports. • Support the project close-out process by ensuring all commissioning documentation is complete and accurate for final handover to client.

Quality Management Responsibilities: • Implement and maintain a quality management approach for the commissioning process. • Develop and enforce quality control procedures to ensure that all commissioning activities performed by the contractor, meet project specifications and quality standards.

• Conduct regular quality audits and inspections to identify and resolve any non-conformances. • Monitor and track quality performance metrics to drive continuous improvement in the commissioning process. • Collaborate with the project quality assurance team to address any quality issues and implement corrective actions. • Ensure that all commissioning activities comply with company quality policies, procedures, and industry best practices. • Provide training and guidance to commissioning team members on quality management principles and practices. • Participate in project quality reviews and contribute to the development of quality improvement initiatives.

Functional Responsibilities: • Develop and maintain commissioning schedules and milestones. • Ensure all commissioning activities are in compliance with project specifications and regulations. • Coordinate with vendors and suppliers to ensure timely delivery of equipment and materials for commissioning. • Conduct regular progress meetings with the project team to provide updates on commissioning activities. • Strong skill set and experience of working with multi-national teams, which would also include a large contingent of local Iraqi engineers. • Review and approve commissioning procedures and work instructions. • Manage the pre-commissioning activities to ensure systems are ready for commissioning. • Provide technical support and guidance to the commissioning team. • Prepare commissioning reports and status updates for project management and the client. • Ensure all commissioning documentation is complete and organized for handover to operations. • Collaborate with the operations team to facilitate a smooth transition from commissioning to operations phase. • Identify and implement continuous improvement opportunities in the commissioning process. • Participate in project closeout activities and lessons learned sessions. • Technical Skills: Experience in FEED, Design specs, Onshore Greenfield, Onshore Brownfield, and Site commissioning execution in EPCm. • Knowledge of relevant industry codes, standards, and regulations. • Strong problem-solving and analytical skills. • Ability to read and interpret technical drawings and specifications. • Proficiency in computer-aided design (CAD) software desirable.

Soft Skills: • Spoken Languages English (Mandatory) Arabic (Advantageous). • Written Languages English (Mandatory). • Excellent communication and interpersonal skills. • Strong leadership and team management abilities. • Soft skills in all MS and various other office-based software packages. • Ability to work under pressure and meet challenging schedules. • Work initiative-taking approach and a commitment to safety, quality and project delivery to Operations. • Adaptability and a willingness to learn modern technologies and processes in O&G industry.

Qualifications: • Engineering degree required in a related O&G field. • Extensive knowledge of Project Systems Completions software required. GoCompletions or similar is required for this role. • Extensive knowledge of project controls processes and procedures required, including CTR’s, Schedules, trackers. • Extensive knowledge of integrated schedule build-up and trackers to efficiently monitor and drive project progress. Knowledge of P6 planning software desirable.

Work Environment: The Commissioning Manager will be based at the project location in Basra, Iraq. The work environment may involve exposure to various hazards and operating conditions typical of a construction site. The Iraq climate is challenging in both summer and winter periods. The Commissioning Manager will be provided with Camp accommodation within the IEC Camp, approximately 35 mins from Basra Airport.
