Description

This position will be responsible for creating, executing, and managing the work plan for the County of Ventura General Services Agency (GSA) Fleet Services' transition to clean energy vehicles in order to meet California’s air quality requirements. Efficient intradepartmental and interdepartmental collaboration will be required to execute a renewable energy transportation strategy, which will impact Fleet Services’ purchase decisions and will require the incumbent to provide technical guidance, identify opportunities, develop feasibility and cost analyses, and formulate program guidelines that are in compliance with regulatory requirements.

PAYROLL TITLE: Program Administrator III

WHAT WE OFFER:

  • A general salary increase of 3.5% effective December 22, 2024.

  • Merit Increases – New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.

  • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.

  • Vacation Accrual – Annual leave is earned according to each biweekly pay period of service commencing with the employee's initial anniversary date assigned an employee during their latest period of County employment according to the following schedule: For less than 5 years, accrual is 8 hours (208 hours per year.) For 5 or more years, accrual is 11.08 hours (288.08 hours per year).

  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.

  • Health Plans –Full time employees are given a flexible credit allowance to offset the purchase of medical, dental, and/or vision insurance for you and your dependents.

  • Employee only - $502 per biweekly pay period

  • Employee plus one dependent - $730 per biweekly pay period

  • Employee plus family - $905 per biweekly pay period

  • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care and/or dependent care expenses.

  • Pension Plan - Participation in the County's defined pension plan, which has reciprocity with CalPERS.

  • Holidays - 12 paid days per year which includes a scheduled floating holiday.

  • Additional Benefits - Tuition Reimbursement, Disability Plans, Employee Assistance Program, Life Insurance, Wellness Program.

DEPARTMENT/AGENCY: General Services Agency

Program Administrator III is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Manages, plans, coordinates and organizes all Fleet-related alternative fuel project activities, including the transition toward clean energy vehicles (Electric, Hybrid, and/or Hydrogen), within Fleet, and between Fleet and the General Services Agency (GSA), and/or all other County agencies;

  • Interprets and reports on State of California sustainability requirements directly related to Fleet's emissions impact tracking, including California Air Resources Board (CARB) requirements, deadlines, and reporting, as related to Fleet's transition toward clean energy vehicles;

  • Identifies and researches grant funding opportunities and prepares grant proposals to support the County's continued transition to energy efficient vehicles, including alternative fuel vehicles;

  • Prepares and presents required financial and technical written reports and board letters; delivers oral presentations to Fleet management and GSA or County Leadership;

  • Conducts research and analysis related to the Fleet sustainability program, which includes collecting, compiling, and analyzing all fuel and emissions related data to measure compliance with established air quality requirements;

  • Plans and coordinates communications related to the Fleet sustainability program with the community, other government agencies, including city, state, and local agencies, and the public;

  • May serve as liaison to technical, operations, or administrative staff to advance the County's priorities related to sustainable mobility, including analysis of new regulatory requirements, work methods or reporting requirements, training staff, and assisting with presentation of informational sessions to agency/departmental staff and department leadership; and

  • Performs other related duties, as required.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE

Some (I) to considerable (Senior) administrative support experience coupled with some (I) to considerable (Senior) experience in the fields related to the assigned program which demonstrates possession of and competency in technical knowledge of the program area.

The required knowledge and abilities can typically be obtained by:

  • A Bachelor's Degree in environmental science, urban planning, public policy, public or business administration or a related field;

  • A minimum of three (3) years of project management experience, which included data analysis ; and

  • A minimum of two (2) years of supervisory level work experience.

    Substitution: Additional qualifying experience may be substituted for education on a year-for-year basis up to a maximum of four (4) years.

NECESSARY SPECIAL REQUIREMENTS:

  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

  • Intermediate to advanced proficiency with MS Excel

HIGHLY DESIRED:

  • Experience with MS Power BI

  • Experience in energy resiliency, environmentally preferable procurement, s ustainability, resources conservation, or climate change

  • Knowledge of the transportation industry, including medium and heavy-duty vehicles

Knowledge, Skills, and Abilities:

Knowledge of:

  • the principles and techniques of Project Management, including identifying milestones, timelines, logistics, and deliverables.

Skill in:

  • interpreting, implementing, and ensuring compliance with regulatory requirements, including State of CA emissions requirements (California Air Resources Board - CARB)

  • utilizing Microsoft Office suite

Ability to:

  • work effectively and forge collaborative working relationships with staff, management, and external contacts.

  • communicate effectively orally and in writing; prepare clear and concise reports, correspondence, proposals, and other written materials of a technical nature.

  • perform research and analyze large datasets; compile and analyze financial and statistical information to make recommendations

  • research Grant funding opportunities and write effective proposals

  • develop a technical understanding of all relevant aspects of transitioning to EVs to include hardware, technology, and the EV market, to facilitate Fleet's clean vehicle transition and purchasing decisions

  • supervise and/or manage staff
