Actalent Business Analyst in Vancouver, Washington

Actalent is currently seeking a qualified Business Analyst for a position with Bonneville Power in Vancouver, WA.

This Business Analyst position will provide high-level support and assistance to the Transmission Technology Work Planning & Delivery (TTBP) organization at the Bonneville Power Administration (BPA). This position works with Engineering and Technical Services (TE) and TTBP Project Managers (PMs) to manage documentation required for Compliance Project Support. This position will serve as the single point of contact and primary technical subject matter resource for managing and tracking project documentation.

RESPONSIBILITIES INCLUDE:

  • Document Compliance Support:

  • Work with Information Owners (IOs), IO Designees, subject matter experts (SMEs), and other document authors to determine Controlled Unclassified Information (CUI) / Federal Information Security Management Act (FISMA) levels and appropriately mark documents before sharing with construction vendors. Facilitate turnaround in accordance with contract response times to avoid schedule delays.

  • Create and maintain document lists for projects which logs decisions by Information Owners and Designees and links to transmittal information.

  • Coordinate between project bundles (Building, Data Center/Control Room, and Telecommunications) and provide liaison for Technology stakeholder organizations in Transmission Technology (TT) / System Operations (TO).

  • Act as point of contact for any questions from team members on status of document locations, markings, and whether they are ready for distribution. Support the creation and maintenance of intuitive project file directories, the Project Support Library and associated tools to optimize the ease of finding information.

  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LPG) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

  • Anticipate constraints due to resources or ambiguities and work proactively to address bottlenecks and recommend resolution(s).

  • Support Requirements Development:

  • Conduct interviews and facilitate workshops to elicit application requirements.

  • Research, analyze, model, and organize information for developing requirements.

  • Decompose high-level information into details and abstract up from low-level information to distinguish between solution ideas and application needs.

  • Facilitate requirements validation sessions, identify gaps, and present findings.

  • Resolve requirement conflicts between stakeholders. Engage BPA manager for assistance with complex, sensitive, or other unresolved conflicts.

  • Research, document, and validate current and future state processes and designs (functional and technical).

  • Help define approach, alternatives, and decision framework for alternative solutions analyses.

  • Help define and execute business analysis approaches.

  • Solution Development and Proposal:

  • Organize and facilitate design sessions, team meetings, sponsor meetings, key decisions, and stakeholder engagement sessions.

  • Facilitate/assist in technical process improvement initiatives.

  • Research and develop methods to automate repetitive manual data manipulations.

  • Solution Build:

  • Prepare functional and technical documentation for hand-off to IT workgroups.

  • Work closely with IT development teams to encourage a smooth build.

  • Draft documentation for user and operational manuals.

  • Create queries and reports for extracting, manipulating, and reporting of business architecture-related information.

  • Proactively communicate key updates and documents to team members, sponsors, and stakeholders.

  • Support project manager in the maintenance of project information including scope, status, schedule, budget, forecast, risks and issues, and resources.

  • Support project manager in the coordination of multiple, internal BPA teams contributing to the project.

  • Implementation and Change Management:

  • Support development and implementation of change management plans that reduce employee resistance and empower management as change sponsors.

  • Facilitate various system verification activities such as systems and user testing.

  • Facilitate system and data integration efforts to connect disparate systems that have various levels of System Life Cycle (SLC) maturity.

  • Solution Maintenance:

  • Provide first line technical support to business users of the developed solutions.

  • Complete and improve user manuals, onboarding, and training documentation.

  • Analyze solutions and business practices for efficiency and effectiveness. Based on the analyses, initiate continuous improvement initiatives.

  • Report Writing:

  • Develop and draft associated documentation required for Mitigation Plans, Compliance Packages, Milestone Updates, Completion Mitigation packages and Data Requests.

Qualifications:

  • A bachelor’s degree in business administration, information management, business systems, computer science (or a directly-related technical discipline) is preferred.

  • 8 years of experience is required with an applicable bachelor’s degree.

  • 10 years of experience is required with an applicable associate degree.

  • 12 years of experience is required without a degree or applicable degree.

  • Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature.

  • Ability to read, understand, and apply complex Information Protection document marking policies and procedures. (such as federal document marking requirements).

  • Advanced knowledge of Visio and/or other flowchart tools sufficient to create complex process, workflow, hierarchal, and swim lane documentation.

  • Expert proficiency in Excel, Word, Outlook and PowerPoint.

  • Expert proficiency in writing technical reports.

  • Experience using SharePoint, sufficient to manage documents, develop content, create lists, links, and libraries, assist with site and/or folder permissions, etc.

  • Proficient in the use of ProjectWise and Procore.

  • Experience documenting processes.

Preferred Skills & Experience:

  • Knowledge and experience with federal government Information Protection policies and procedures such as Controlled Unclassified Information (CUI) and the CUI Marking Guide.

  • Experience in utilizing a requirements management tool.

  • Experience with Agile and Waterfall methodologies.
