Job Description

Manager, Project Management, Corporate Engineering & Facilties, UK.

Main Role Overview

This role will report directly to the Gilead Director of Project Management for Corporate Engineering and Facilities (CEF) in Foster City, CA and support the Associate Director of CEF Project Management based in Stockley Park, UK in executing Gilead’s international portfolio of capital projects. In this position you will develop and oversee capital projects focused on acquisition and fit out of Gilead’s global portfolio of regional workspaces. In addition, this position will support execution of cGMP capital projects to develop, expand or optimize biopharmaceutical research, development, and manufacturing operations as needed. Duties include leading and interfacing cross-functionally with internal teams, groups, departments, and external suppliers to ensure projects are delivered on time and within budget. This position will be based in Gilead’s Stockley Park, UK. office and will require periodic international travel and working both on-site and remotely for periods of time to accommodate projects in multiple time zones.

Core Project Management Responsibilities

  • Oversee and manage project(s) delivery and provide support to global / regional teams in project implementations.

  • Manage complex, cross-functional, stakeholder alignment to develop project requirements.

  • Provide project design support and guidance to stakeholders and customers by interfacing with the external design team to address and communicate design related intent and issues.

  • Recommend and onboard 3rd party consultants, contractors, and suppliers to enable effective delivery for each project or programme, in compliance with Gilead procurement policies.

  • Identify and assist in developing and implementing project execution procedures and processes; promoting a consistent approach to project management.

  • Support the long-term plan budget requirements (capital and expense) and short-term adjustments based on business imperatives. Develop robust business cases to support approval of all capital projects.

  • Oversee all cost estimating, budgeting, cost management and controls, scheduling, and reporting.

  • Own the financial metrics for the areas of responsibility and proactively identify / deliver opportunities to drive value. Act to minimise the impact of any variances against forecasted cash flow and budget.

  • Manage risks to project budget and schedule; develop risk mitigation tactics and escalate high risk items to the senior management team when appropriate.

  • Work with site managers to mitigate and control risks associated with workplace changes.

  • Carry out post-implementation lessons learned, assessment of workplace utilisation, and client satisfaction.

Global Real Estate and Leasing Portfolio Responsibilities

  • Remotely manage local project teams executing workplace / tenant improvement projects in leased facilities globally.

  • Act as internal business partner for Facilities Management Region Directors & Managers.

  • Provide external insights and functional expertise to influence business direction.

  • Ensure that the projects delivered are customer-centric aligned with the workplace standards and aim to enhance the workplace customer experience.

  • Monitor and report adherence to design standards and provide feedback to further develop design standards and characteristics for occupancy.

  • Assist with the design, development and implementation of the change management and communications strategies across impacted teams.

  • Seek opportunities to replicate best practices from region to region.

cGMP Facility Development Project Responsibilities

  • Leverage knowledge and experience of the functional requirements of drug substance/ drug product manufacturing facilities and cGMP engineering best practices to ensure regulatory compliance and effective project execution.

  • Ensure that appropriate internal resources are incorporated into the project design and execution.

  • Recommend and facilitate selection of qualified external partners proficient in GMP facility design, construction, and commissioning/qualification.

  • Recommend project contracting approach for design and construction (e.g., design-bid-build, design-build, design-assist) based on industry experience in constructing GMP facilities.

  • Ensure that design stage-gate processes are executed.

  • Coordinate with Manufacturing, Quality, and Validation groups to complete risk assessments and develop project Validation Plan.

Required Competencies: Knowledge, Skills, and Abilities

  • Self-motivated team leader with extensive experience in managing facilities projects.

  • Experience in managing a portfolio of capital / relocation projects associated with commercial and industrial properties at multiple sites in a corporate environment.

  • Project Management skills including the development and management of work breakdown structures, schedules, budgets, risk identification and management, and change management.

  • Promotes an environment that fosters inclusive relationships and creates unbiased opportunities for contributions through ideas, words, and actions that uphold principles of the Gilead’s Core Values.

  • Develops high-performance teams through rigorous goal setting, disciplined attention to performance metrics and continuous process improvements.

  • Exhibits project leadership and effective decision making throughout each project. Leads and promotes effective teamwork by engaging EH&S, Facilities, Technical Engineering, Workplace Design, Space Planning, Security, IT, users, area owners, and other key stakeholders.

  • Experience in development and use of construction project contracts, cost estimates, scheduling, and specifications.

  • Understanding of regional differences in laws, rules, regulations, policies, procedures, contracts, budgets, and labour management agreement considerations as they relate to construction project management.

  • Proficient with construction terminology and legal content of construction contracts, documents and logistics.

  • Strong budget/financial management skills relating to CapEx and OpEx spending and project cash flow forecasting.

  • In-depth knowledge of construction project delivery approach (e.g., design-bid-build, design-assist, design-build, IPD) and types of contracts (e.g.,GMP, Lump Sum, Incentive).

  • Effective at multitasking, managing time and prioritizing projects to meet established deadlines.

  • Strong analytical, organizational, and decision-making skills.

  • Good English speaking and written communication skills. Fluency in another language is an advantage if English is first language.

  • Excellent report writing and presentation skills.

  • Excellent verbal and interpersonal skills.

  • Proficiency in project management tools including Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, MS Project).

cCMP Facility Development Experience

  • Experience in end-to-end project delivery in a cGxP environment (initiation, planning, design, construction, validation, and closeout process).

  • Proven experience in managing medium to large capital projects with emphasis on biopharmaceutical cleanroom manufacturing facility and development laboratories in a cGxP/EU Annex 1 environment.

  • Strong understanding of cGMP manufacturing facility and GMP Annex 1 standards, HVAC & building controls. Knowledge of critical building utility systems such as compressed air/gases, WFI, RODI, vacuum, waste, as well as security systems and policies.

  • Experience and training in reading design drawings (architectural, mechanical, electrical, process/plumbing, structural, life safety systems), P&ID drawings and systems specifications.

Basic Qualifications:

High School Degree and Eleven Years Experience

Associates Degree and Nine Years Experience

OR

Bachelor's Degree and Seven Years Experience

OR

Masters Degree and Five Years Experience

Preferred Qualifications

  • Experience in national and international capital construction management strongly preferred.

  • Relevant university degree such as Estates Management, Engineering or Surveying

  • Degree qualified in Mechanical or Electrical Engineering or Building Surveying (BSc)

  • Nationally recognised qualification in surveying e.g. RICS or equivalent.

  • Qualified in project management e.g. PRINCE2 Practitioner or equivalent.

  • Nationally recognised qualification in EHS e.g. NEBOSH or equivalent.

  • Experience with Project Management Information Systems (eBuilder, P6, Bluebeam, ProCore)

Job Requirements:

  • Job Type: Hybrid, on-site and off-site work (not full remote work)

  • Physical requirements: Candidate must be comfortable working in construction sites and wearing required PPE and must be able to lift 11kg or 25 lbs. Must be able to climb ladders or stairs at construction sites. Must be able to visually inspect construction job site routinely and compare against target milestones.

  • Travel – travel is required to visit international construction project sites.
