Job Summary:

Raytheon is seeking a Tomahawk Proposal Manager who will manage proposal development and capture of several critical portfolio growth efforts for the Tomahawk Cruise Missile portfolio.

Reporting to the Tomahawk Execution Director, the Proposal Manager will be a part of the portfolio leadership team that is responsible for achieving the highest combined production and recertification rates in the history of the Tomahawk program. The quickly expanding customer base, both DoD and FMS, and the need for increased inventories, is driving a demand signal that will almost triple the current throughput expectation of the Tomahawk factories and supply base. The Proposal Manager will be part of the Execution & Growth Portfolio that includes FMS Growth, Capacity and Test Equipment efforts and will work hand in hand with the Tomahawk Production & Development organizations. This position requires proficiency in leading dynamic, cross-functional teams, managing high visibility efforts, and driving concise communication of project goals, objectives, decisions, and results to team members, customers, and leadership.

The Proposal Manager will directly support proposal activities for the portfolio, which includes development, obsolescence, engineering support, and production scope. In this role, the Proposal Manager will be responsible to meet the proposal deadlines and partner with other proposal development team members to successfully execute timely and accurate submittals. This role will partner with the Tomahawk Program leadership team, Requirements & Capabilities, and technical leaders to ensure alignment of overall proposal requirements and path to award strategy. The Proposal Manager will also interface and partner with the customer program office (PMA280) and contracting officers (NAVAIR) to help drive efficient contract award timelines that support overall Program growth & execution strategies.

This is a HYBRID role and the selected individual will be required to be onsite 2-3 days a week at our Rita Road facility in Tucson, AZ.

Responsibilities to Anticipate:

  • Executes timely development, analysis and completion of proposals through collaboration with functions across the business.

  • Ensures proposals meet quality, schedule, and affordability targets for the benefit of Raytheon and our customer.

  • Manages and oversees coordination of the proposal review gates, fact-finding questions, and/or final proposal revisions with senior leadership.

  • Manages and provides written and oral status via a proposal tracker, clear/concise briefings, and presentations.

  • Assists teams with proposal kickoffs with focus on proposal and negotiation strategy.

  • Works with Directors to provide guidance and strategy with Gate 4s and mentors/trains proposal team members, role delegation, responsibilities, and decision-making to the lowest responsible level.

  • Leverages networks with internal and external stakeholders to shape requirements and acquire support resources.

  • Execute proposal development cadence (battle rhythm) to include risk review boards, schedule performance reviews, customer reviews, program management reviews (PMRs) to achieve program commitments.

  • Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.

  • Establish and maintain a positive and inclusive team culture.

Basic Qualifications:

  • A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years’ experience

  • Prior Program and or Project Management Experience

  • Ability to obtain an active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • Raytheon Program Management certification at level 5, or ability to achieve within 6 months.

  • Experience with financial analysis tools and project management tools and/or systems.

  • Experience leading cross-functional teams preferably in the Aerospace and Defense industry.

  • Experience balancing technical, cost, and schedule constraints.

  • Leadership experience in either an IPT organizational structure and/or a IPL (Integrated Program Leadership) construct.

  • Experience with the USN, NAVSEA, NAVAIR customer community and contract negotiations with these entities.

  • Prior experience working in functions such as Supply Chain, Estimating, or Capture Management

  • Knowledge of and/or experience with federal proposal regulations

  • Experience leading a cross functional team.

  • Strong proficiency in partnering with matrixed organizations.

  • Proven track record of customer relationship building.

  • Working knowledge of EX/IM, EVMS and Security requirements.

  • Prior experience supporting development, production, and/or sustainment programs, preferably in the aerospace and defense industry.

  • Working knowledge of contract formation, execution, and management.

  • Proficiency with RMD Program Management tools or similar program management systems.

  • Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

  • Hybrid: Employees who are working in Hybrid roles will work regularly both onsite and offsite. Ratio of time working onsite will be determined in partnership with your leader.

  • Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed .

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
