SMBC VP, Financial Control in Toronto, Ontario

Purpose of the position:

The Vice President, Financial Control will be responsible for creation and maintenance of control structures surrounding the periodic preparation of financials and other meaningful business information, such as cost accounting, budgeting, compensation, product profitability and other financial analysis. Evaluate controls and processes to streamline activities and produce accounting data with multiple uses. Preparing financial reports in accordance with OSFI requirements and International Financial Reporting Standards (IFRS) and Japanese generally accepted accounting principles (JGAAP).

Job Description

Accounting:

Responsible for developing, maintaining and reviewing all risk KRIs and measurement methodologies.

Apply an understanding of the business and associated transactions to ensure all transactions can be appropriately processed and accounted for.

Have an advanced understanding of audit and accounting controls to avoid compliance issues.

Exhibit an understanding of market best practice to create efficiencies and improve controls.

Utilize information technology to efficiently process and control transactions. Communicate accounting and control issues effectively.

Ensures proper functioning of Oracle applications (General Ledgers, Accounts Payable and Fixed Assets).

Coordinates with auditors for the audit of the bank’s financial statements and tax returns.

Regulatory Reporting:

Responsible for the timely production of all regulatory, internal and external reporting requirements, including the timely production of the periodic internal Capital Adequacy Assessment Process validation report.

Maintain accurate records for Canadian and Japanese financial reporting simultaneously to meet financial reporting requirements from the regulators and the parent bank.

Acts as one of the local registration personnel for the OSFI Regulatory Reporting System (RRS) for submission of regulatory return information to regulators e.g. OSFI, Bank of Canada.

Responsible for preparation of reports and presentations for delivery to the OSFI, Advisory and other stakeholders.

Financial Controls:

Responsible for developing and maintaining proper financial/product controls.

Creation and maintenance of control structures for Canada Branch surrounding the periodic preparation of financials in accordance with relevant filing requirements such as GAAP and other meaningful business information. Periodically test controls and ensure that an attestation on internal controls can be obtained.

Tax filing:

Ensures tax filings for the bank are prepared accurately and on time.

Acts as the local Tax Compliance officer in accordance with SMBC HO requirements.

Policy & Training:

Maintains & updates the Policy and Procedure Manual for the Accounting function.

Responsible for the training, mentoring and supervision of the Accounting team members.

Other Responsbilities

Interpersonal/Communications:

Facilitate relationships across the organization to ensure controls are in place to produce timely reporting and support control assertions. Participate in new product development to support the business in development of adequate processes and controls. Develop meaningful control reporting through relationships with management and peers in other regions. Work cooperatively with internal and external auditors, regulatory examiners and other parties in the audit / examination processes to avoid compliance issues. Facilitate relationships within the industry and trade organizations to better understand emerging trends and expand network of advice.

Internal

All departments within SMBC Canada Branch, Head Office supervisory departments such as CFO’s office in New York and Tokyo.

External

Local Regulators, external auditors, Industry Bodies

Responsibility for Supervision:

Lead & manage the Accounting team at Canada Branch.

Decision Making Responsibility:

Makes recommendations to the Canada leadership team on improving the departments operational effectiveness including financial reporting changes, taxation matters, accounting policies and internal controls. Represent SMBC Canada Branch in discussions with SMBC AD and lead the implementation of regional accounting projects / initiatives.

Qualifications and Skills

Knowledge:

Post-secondary education in finance, accounting, mathematics, or business discipline plus CPA/CA designation.

Experience:

3 years prior experience with one of the big 4 audit firms in Canada

3 years accounting experience with a bank, preferably a Schedule III bank in Canada

2 years prior experience leading and managing a team.

Prior experience and knowledge of taxation, regulatory reporting and hedge accounting.

Skills:

Demonstrate knowledge of financial instruments and complex transactions to establish effective controls for existing and new business.

Knowledge and understanding of applicable regulatory requirements, expectations and business impacts.

Ability to work independently and meet deadlines.

Result-oriented and attention to details including excellent command of written and spoken English.

Computer Skills:

Strong knowledge and experience in use of computerized accounting systems and use of spreadsheets.
