Under general direction, administers contracts for Thornton with a primary focus on construction-related contracts for the City's Capital Improvement Program. Contracts include construction contracts, design professional service agreements, testing and inspection agreements, material and equipment pre-purchase agreements, maintenance and service agreements, and other contracts and agreements.

ESSENTIAL FUNCTIONS

Administers contracts and agreements. Examples of contracts include professional engineering design and construction contracts for municipal civil construction. Project types include utility pipelines, treatment plants, street improvement projects, drainage projects, landscaping projects, traffic signal improvements, municipal master planning, engineering studies, and recreational facility construction projects. Other agreements and contracts administered include maintenance agreements, animal shelter services, cellular site lease agreements, legal services, appraisal services, utilities agreements, developer reimbursement agreements, and management consulting agreements.

Works closely with project managers and other City staff from departments requesting contractual services to ensure their needs and interests are met.

Assures that Thornton's contracting process is conducted in accordance with all federal, state and local laws and ordinances.

Assures that appropriate levels of insurance coverage and bonding are provided.

Monitors contractors' and consultants' performance and compliance with contract terms. Initiates corrective action when needed.

Maintains records of contract and agreement documents; monitors and documents project status; prepares and distributes project status reports; prepares contract-related correspondence.

Facilitates dispute resolutions between contractors, vendors, consultants, and associated City staff.

Attends a variety of meetings to administer contracts and to communicate contract status and expectations.

Administers the Request for Proposal (RFP) and construction bid processes; prepares, reviews, and edits RFP and bid documents and provides input to associated department staff. Manages pre-bid and pre-proposal meetings; prepares and issues addenda, evaluates proposals, conducts bid openings, prepares bid tabulations, and performs post-bid qualifying reviews of contractors and consultants. Leads consultant selection process. Prepares notice of award; verifies bonding and insurance requirements are met; manages contract and agreement execution process; and prepares notice to proceed.

Reviews and negotiates requests for change orders and amendments; prepares and executes related documents.

Prepares purchase orders and check requests. Verifies, approves, and processes contractor and consultant payment requests.

Monitors project progress. Verifies project close-out documentation is delivered. Advertises construction projects for verified claims; administers claims process. Administers warranty period on completed contracts; monitors compliance with warranty terms or reimbursement agreements.

Performs project management and construction management duties as directed.

Assists in development and monitoring of capital improvement project budgets.

May serve in an acting capacity during absences.

Performs other duties as assigned.

QUALIFICATIONS

Education/Experience:

Bachelor's degree in Civil Engineering or Construction Management from an accredited college or university; minimum of two years' experience in civil construction contract management, experience as an owner's representative on civil construction projects for a government entity preferred. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:

May need the ability to travel to various locations in a timely manner as the job requires.

Knowledge, Skills, and Abilities:

Knowledge of the policies, procedures and goals of the City of Thornton and the department, or ability to learn within two months of hire.

Knowledge of Colorado Revised Statutes related to municipal construction.

Knowledge of the theory, principles, practices and methods of basic construction management for civil projects.

Knowledge of City of Thornton purchasing policies and procedures, or ability to learn within two months of hire.

Knowledge of the Federal Acquisition Rules and requirements related to grant-funded projects.

Knowledge of the property (right-of-way) acquisition process using both negotiation and eminent domain.

Knowledge of the principles, practices, and methods of contract management and methods of negotiation.

Skill in developing and monitoring capital improvement project budgets for municipal civil projects.

Skill in contract negotiation, resolution of claims and disputes, and construction litigation.

Skill in developing a thorough scope of work for design of various types of municipal civil projects.

Ability to listen well and communicate effectively, both orally and in writing, with various audiences.

Ability to use standard office equipment, computer equipment and software including word processing, data base management, spreadsheet applications and electronic mail.

Ability to tabulate and analyze bids.

Ability to monitor contractor performance per the terms of the contract.

Ability to interpret, understand, and comply with complex statutes, ordinances, regulations, standards, and laws.

Ability to establish and maintain effective working relationships with City employees, community members, vendors and contractors.

Physical and Mental Requirements:

While performing the duties of this job, the employee is regularly required to walk, stand, sit, climb ladders, talk, hear, see, demonstrate manual dexterity, type, operate a computer, operate fax, copy and print machines, perform light lifting, and drive an automobile. The employee in this position must be physically able to tour and inspect a variety of outdoor construction sites during all weather conditions.
