Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS: 1. six years of planning multi-trade facility construction projects or in policy development or planning of multi-trade municipal land use projects OR2. an associate's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and four years of the above qualifying experience OR3. a bachelor's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and two years of the above qualifying experience. Examples of acceptable experience planning multi-trade facility construction projects include: capital construction project planning, corporate construction project planning, public works construction projects, or other similar large scale construction project planning. COMPETITIVE MINIMUM QUALIFICATIONS: Candidates must be reachable for appointment on Current Civil Service Eligible List for this title. REASSIGNMENT QUALIFICATIONS: Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Facilities Planner 1. TRANSFER QUALIFICATIONS: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Duties Description The Office of Property Supports and Emergency Services is a centralized support office whose mission is to provide a standardized team approach to the management of the Physical Plant Maintenance, Capital Services, Safety & Security, Fire Safety, Emergency Maintenance, and Environmental Services. The Facilities Planner 1 will plan and coordinate space allocation at district administration, program, and residential sites. Duties include but are not limited to the following:- Gather and analyze data regarding space needs for district sites and develop a plan to improve and address space deficiencies.- Participate in meetings with department /program managers to determine specific space requirements ensuring space designs and modifications reflect the needs of the end users and conforms to the Office of General Services (OGS) space allocation guidelines.- Coordinate the physical movement of staff throughout the building and collaborate with Work Control, Business Office, ITS staff on necessary modifications such as electrical/data/furniture reconfiguration.- For leased spaces, work in partnership with Real Property, OGS, DASNY, building management, contractors, and vendors for the negotiation and approval of design modifications and specifications.- Assist with analytical research in such areas as administrative cost breakdowns, agency population, parking, building security, etc.- Draft and submit Scope of Work for maintenance or building modification requests. - Solicit and review bids from potential vendors. - Research equipment and furniture purchases while comparing options, pricing, and delivery. Make purchase recommendations and place orders for the purchased equipment and furniture. - Coordinate delivery and place items into inventory or movement to the work location - Create annual project plan and budgets. - Oversee the OGS Surplus Property (if applicable). - Provide written and oral communications to building staff regarding program specific or building information. Additional Comments • NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title. If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive. Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status. • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee • Preference will be given to OPWDD employees impacted by closures.
