POSITION SUMMARY:

This position serves as a lead Business Analyst in the Quality Assurance section of the Business Systems Engineering (BSE) Bureau. The role involves a variety of dynamic tasks, including leading project initiation and planning meetings, facilitating requirement gathering and risk assessment sessions, creating and revising project charters and requirements, and collaborating on budget discussions. Additionally, the position involves reviewing project documentation for audit compliance, updating QA Internet pages with new standards and templates, and coordinating training for new developers. The role requires close collaboration with a team, business customers, and IT project managers.

DUTIES & RESPONSIBILITIES:

Specific duties include:

  • Maintaining and updating BSE’s ISDM documentation;

  • Maintaining and updating BSE’s development standards documentation;

  • Maintaining and updating the BSE documentation and forms available on BSE’s internal web page;

  • Assisting BSE managers with maintaining and documenting project management deliverables and templates as required by the Florida Digital Service: Charters, schedules, status reports, written requirements, project plans, risk assessments, project closeout report, Risk and Complexity Assessment (RCA), etc.;

  • Assisting BSE managers prepare documentation for the yearly Florida Digital Service audit;

  • Managing customer relations to include BSE managers, developers, and all project stakeholders (FDLE customers, FDLE administration members, FDLE procurement members, etc...);

  • Following proper project management procedures 100% of the time. All projects will be completed within the time frame agreed to jointly by the stakeholders and the member’s supervisor;

  • Documenting all business requirements (functional and nonfunctional);

  • Conducting, managing, and facilitating ITS Joint Application Design (JAD) sessions and other appropriate modeling techniques as needed to elicit project requirements; and

  • Assisting with GAP analysis.

    KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of the principles, practices and techniques of Information Systems Development Methodology (ISDM) and Software Development Life Cycle management;

  • Knowledge of Business Analyst Modeling Techniques such as flowcharting techniques and conducting JAD sessions;

  • Knowledge of mathematics;

  • Knowledge of Microsoft Visio and other Microsoft Office software packages;

  • Knowledge of IT Project Management best practices such as PMBOK and BABOK processes;

  • Ability to process information logically and analytically;

  • Ability to design systems logic and/or process information logically and analytically;

  • Ability to analyze and interpret computer program data; and

  • Ability to work on multiple projects simultaneously.
