Team (Project) Introduction 9th Way Insignia is looking for a Program Analyst, to join the Deloitte Team and the Department of Veterans Affairs (VA) Financial Management Business Transformation (FMBT) program to help with the following activities: governance, metrics management, stakeholder/communication management, risks, action items, issues, and decisions. The VA is migrating their agency-wide acquisition functions to a new integrated Enterprise Resource Planning (ERP) cloud solution (called Integrated Financial and Acquisition Management System (iFAMS)) through the FMBT program. VA's Office of Acquisition and Logistics (OAL) partnered with the FMBT program to confirm a successful implementation of iFAMS acquisition functions/capabilities by standing up a OAL Program Managemen

Professional Level Information: The Program Analyst aligns as a Sr. Consultant completes tasks and projects of moderate scope and complexity. A Sr. Consultant exercises the best judgement and problem-solving skills within defined guidelines and practices to determine appropriate action to execute assignments. Sr. Consultant will also provide guidance and/or lead on tasks/projects.

Requirements:

Ability to manage multiple tasks simultaneously Strong oral and written communication skills, including presentation skills Advanced Microsoft Office Excel and PowerPoint skills Prior experience with stakeholder management specifically identifying the appropriate medium and vehicles of communication to the stakeholders Expertise in analytics (metrics) and data visualization (dashboards) Analyze information and data to identify gaps in key areas to probe for additional detail / clarification Identify/qualify opportunities and create prioritized recommendations Ability to complete deliverables and work products end-to-end, including scoping, development, QA and client reviews Prior experience with the Software Development Lifecycle (SDLC)

Preferred/Desired:

Experience working with the end-to-end federal acquisition processes (contract writing) and policy Experience working with the Federal Acquisition Regulation (FAR) and the VA Acquisition Manual (VAAM)

Prior experience with Momentum Acquisitions or other ERP implementations

Prior experience working with ADKAR

Minimum Bachelor's degree in related field

Salary Range: The salary range for this position is $60,069 to $80,000.
