The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.

This position is currently eligible for full-time telework:
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

This position requires a minimum of three (3) years of experience in performing IT business analysis functions.
Experience must include:
Gathering and communicating business needs and functional requirements via one or more of the following: Business, Partner (formally Stakeholder), Functional Solution, Non-Functional Solution and Transition Requirements, Use Cases, Test Cases, Specifications, User Stories, Business Process Models, UML Diagrams, and Wireframes.
Ability to organize and prioritize multiple deadlines and work independently, define problems as they arise, and recommend alternative solutions.
Demonstrated problem-solving skills in problem definition, information gathering and research, root cause analysis, alternatives analysis, applying creative solutions to unique and/or immediate problems, and appropriate resolution implementation.
Ability to work effectively in cross-functional teams, including technical and business stakeholders.
Ability to communicate clearly, present complex information to users in a comprehensive style, and translate technical and system information for non-technical partners.
Customer service, negotiation, and facilitation skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
Preferred Qualifications
Working knowledge of the mission goals, objectives, and priorities of MNIT and agency partners, specifically DHS and MNsure.
Advanced knowledge of various methodologies such as Business Process Modeling (BPM), Unified Modeling Language (UML), Lean Kaizen, structured English, etc. within Waterfall and Agile frameworks.
Demonstrated understanding of the Healthcare programs the Department of Human Services oversees or administers in collaboration with their partners.
At least two (2) years of experience with the DHS MAXIS, MMIS, and/or SSIS source systems that interface with the Summer Electronic Benefits Transfer Program for Children (S-EBT).
Knowledge of change management principles and practices to support process improvements and technology adoption across teams.
