The Grants Manager and Capacity Builder will provide professional support to the Division of Health Equity’s grant management and project management work. This position is responsible for the implementation, coordination, evaluation and planning of the Community Solutions Fund and other grant programs as provided by the state legislature, in collaboration with the Community Solutions Council. The incumbent will be responsible for providing technical assistance to grantees, including those that may have limited experience in applying for and implementing a state funded grant program as well as co-developing innovative strategies and goals to enhance grantee performance and build their capacity to understand ways to advance health equity and share the learning from the CSF and other grant programs to a broader set of stakeholders, (policymakers, MDH leadership and program staff, health care systems, community members, etc.).

This position provides overall subject matter expertise to the Community Solutions Fund.

While in collaboration with the Community Solutions Advisory Council, primary responsibilities will include:

  • Manage and implement CSF’s state grants to local communities.

  • Provide consultation, guidance, technical assistance and support to local community grantees so they can successfully implement effective initiatives to reduce health disparities in the communities most impacted, including but not limited to communities of color, American Indians, immigrants and refugees, and LGBTQ and other marginalized communities.

  • Evaluate and monitor the impact of the CSF grantee activities.

  • Assist with strategic planning, report writing, presentation and other assistance for the CSF Grant Program and other grant programs, including establishing goals for the programs.

  • Support the development and management of the budget for the CSF and other grant programs, including monitoring expenditures and calculating projections.

Minimum Qualifications

Three years of advanced professional experience in a public health program performing the following duties:

  • Experience with State grant-making requirements and regulations.

  • Strategic planning and development around grant programs.

  • Developing, executing, and directing Request for Proposals (RFP) from beginning to end.

  • Translating technical information into plain language for variety of audiences.

  • Budget tracking utilizing finance management programs and/or other related programs.

A bachelor's degree in public health, Public Affairs, Business or a related field can substitute for one year of experience.

A master's degree in public health, Public Affairs, Business or a related field can substitute for eighteen months of experience.

Preferred Qualifications

  • Strong communication skills both written and oral.

  • Experience with strategic project management; including budgetary requests.

  • Knowledge of and experience in eliminating health disparities and advancing health equity.

  • Knowledge of the Community Solutions Fund and communicating with grantees from diverse populations.

Demonstrated ability to be culturally competent and sensitive, including:

  • Proven experience to effectively work in a diverse work environment that is multi-cultural and multi-lingual.

  • Experience with racially and ethnically diverse coalitions or groups working to achieve a common agenda.

  • Demonstrated experience partnering with a minority-led organization.

  • Experience working with foreign-born populations and communities who do not speak English proficiently.

  • Have the ability to communicate and share information with populations with diverse learning styles and abilities.
