The GEAR Grants Administrator will provide technical assistance, develop proposals and manage grants associated with the Grants, Equity, Access and Research Division (GEAR) within the Aging and Disability Services Division. The GEAR Division support’s multiple new grant and contracted services for Home and Community-Based Services (HCBS) through the enhanced Federal Medical Assistance percentage (FMAP) funding and 2023 Minnesota Legislature appropriated funding. These include grants for Home and Community-Based Services (HCBS) provider capacity expansion grants in rural and underserved areas, workforce capacity grants for new Americans, respite care grants, workforce development grants, research contracts for financing of long-term services and supports, and additional other projects as determined by needs. In addition to developing and implementing these programs, GEAR also pays particular attention to embedding equity in to the grant making process.

This position exists to:

  • Develop manage vendor grants and contracts

  • Manage contractor performance to assure compliance and performance outcomes

  • Provide support and technical assistance so that contractors and grantees may conduct their work and meet their goals

The incumbent will:

  • Provide ongoing technical assistance to new, potential and existing partners and vendors

  • Provide education and engagement on funding opportunities, proposal development, program expectations and DHS contracting guidelines and expectation

  • Support the development and implementation of skills training to grant recipients and ensure vendor compliance

Minimum Qualifications

3 years professional experience with DHS policies, procedures, processes, rules and laws pertaining to services for older adults. Experience must include:

  • Program development and planning

  • Grants and/or contract management

  • Needs assessment and evaluation methodologies

Bachelor’s Degree in related field may substitute for 1 year of experience

Preferred Qualifications

  • Understanding of the barriers, as well as opportunities, to information and access among various ethnic and cultural groups (e.g., African American, American Indian, Hispanic, Somali, Hmong)

  • Understanding of the barriers, as well as opportunities, to information and access among New Americans and immigrants regardless of immigration status

  • Methods and processes for developing RFPs and contracts and for contract management; unit, agency, state and federal contracting requirements

  • Variety of experiences working effectively with others from different backgrounds and/or cultures
