This position is responsible for supporting achievement of the Office of Inspector General’s (OIG) regulatory (i.e., background studies and licensing) and program integrity missions by ensuring the effective and efficient formulation and execution of OIG-wide annual budget, and through the development, implementation and management of internal administrative policies, workforce planning, and internal controls.

The position is responsible for:

· Managing the planning and execution of OIG’s annual budget in compliance with applicable state and agency rules and regulations, to support achievement of OIG’s mission.

· Managing internal OIG enterprise operations, including OIG-wide administrative policy development, collaborative software utilization, and office management, to ensure enterprise-wide resources are available to support OIG’s mission.

· Manage enterprise workforce planning to help ensure OIG is properly staffed to carry out its mission responsibilities.

· Manage enterprise business continuity and risk management activities to identify, assess, and control risks to OIG operations, and to help ensure OIG is prepared to carry out its functions during continuity events.

· Manage the administrative functions of the OIG enterprise operations unit.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

· Experience as a supervisor, lead worker, team lead, project lead;

· Completion of a State of Minnesota leadership program (e.g. ELI, L4);

· A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

o 1+ year of experience identifying issues, goals and strategic actions.

o 100+ hours per year time commitment.

AND

Five (5) years of specialized professional work experience in budget formulation and execution.

Experience must demonstrate the following:

· Analyzing and evaluating budgets, policies, procedures, or programs using both quantitative and qualitative methods.

· Managing an organization’s operational responsibilities such as administrative policy development, implementation and management; risk identification and management through internal controls development; and/or workforce planning.

Preferred Qualifications

· Extensive knowledge of public sector budgeting, human resources, and internal controls policy, procedures, statutes, rules and requirements.

· Knowledge of the corresponding rules and best practices guiding planning and expenditure of state and federal funds that support OIG’s regulatory and program integrity programs.

· Knowledge of intergovernmental roles, authorities, and relationships with respect to budget development and administration and promulgation of administrative rules.

· Ability to balance long term strategy with short term operational demands.

· Ability to manage organizational change, including alternations to organizational structures, and shifting organizational priorities and goals.

· Ability to communicate clearly, effectively, and persuasively in writing, at meetings and in public speaking.

· Ability to informally mediate and facilitate communication among diverse parties necessary to identify root causes for concern and achieve resolution of issues.

· Variety of experiences working effectively with others from different backgrounds and cultures.
