In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

As the Accounting Operations Manager for DCYF, you will provide coordinated oversight and direction of the agency’s centralized accounting operations including payroll, accounts payable, accounts receivable, collections, cash management, and financial reporting. You will create and maintain accounting operations policies and procedures within DCYF in coordination with other central service division, the various lead state agencies, statewide system functional capability, federal regulations, state policies, and generally accepted accounting principles, and in support of efficient overall DCYF operations and customer service. Responsibilities include:

  • Direct the centralized accounting operations, including hiring and employee development.

  • Direct accounting operations policy and procedures within DCYF in coordination with other central service divisions the various lead state agencies, statewide system functional capability, federal regulations, state policies, and generally accepted accounting principles, and in support of efficient DCYF operations and customer service.

  • Serve as division lead on projects assigned by the Division Director and manage these project through the resource, planning, and implementation phases into operationalization.

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead

  • Completion of a State of Minnesota leadership program (e.g. Emerging Leaders Institute (ELI), L4, SLI)

  • A paid/unpaid position leading a program or chairing a committee (e.g. Employee Resource Group - experience must include:

5 years of specialized work experience in governmental accounting and finance. Experience must demonstrate:

  • Thorough knowledge of Generally Accepted Accounting Principles (GAAP), standards and practices.

  • Experience working within governmental fund accounting, state financial policies and procedures (and associated systems) and the legislative/budget process.

  • Experience working within complex government processes, federal-state-county connections, system/business infrastructure design concepts, and fiscal responsibility and accountability methods.

  • Working knowledge of federal government accounting, auditing, and reporting requirements.

  • Strong verbal and written communication skills to communicate to various individuals within an organization at a general or detailed level, depending upon the situation.

  • Innovative problem-solving skills to integrate information from a variety of sources, identify positive and negative impacts, understand the influences of internal and external factors, and to analyze and design alternative fiscal policies and procedures.

Preferred Qualifications

  • Knowledge of the State of Minnesota's accounting, personnel and budgeting systems.

  • Knowledge of Federal Health & Human Services programs.

  • Experience with government accounting systems.

  • Understanding and experience with federal and state fiscal reporting requirements, including experience with preparing schedules for State’s Comprehensive Annual Financial Report (CAFR) and the Federal Single Audit Report.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
