This administrative position exists to, under limited supervision, analyze and perform technical compliance activities, including compliance audits, related to many programs housed within multiple Agency divisions. Incumbent will ensure efficient and effective administration of Minnesota legislative appropriations and other State funds for multiple financial aid, student loan, non-financial aid grant, and 529 college savings plan programs.

Minimum Qualifications

  • Five (5) years experience administering or investigating compliance issues related to Federal Title IV and/or Minnesota financial aid programs at a postsecondary institution of State Agency that must demonstrate progressive advancement, defined as assuming more duties or different program responsibilities and/or receiving advancement or promotion within the same entity or by virtue of moving between entities.

  • A Bachelor's Degree in Accounting, Business Administration, or closely related area may substitute for one year experience.

  • Ability to read, comprehend, and use complex statutory, regulatory and financial information from entities such as the U.S. Department of Education, the State of Minnesota, accounting oversight entities, and other states to arrive at accurate conclusions during compliance audits and other duties.

  • Ability to synthesize data and information from disparate sources to arrive at sound conclusions and recommendations.

  • Experience in working independently with minimal supervision while also being part of a larger audit team that requires the ability to shift work priorities on short notice.

  • Strong communication skills sufficient to receive and convey in writing and orally complex information, audit requests, or audit results to diverse audiences and facilitate meetings / presentations, train and teach, and develop and implement clear and concise audit reports and training and guidance materials.

  • Ability to interpret complex and varied financial statements sufficient to determine if entities are in satisfactory financial conditions.

  • Ability to master new software products while also being proficient in basic software such as Microsoft Word and Excel.

Preferred Qualifications

  • Bachelor's Degree.

  • A Bachelor’s Degree specifically in Accounting, Business Administration, or closely related field.

  • Experience working with more than one of the current Minnesota financial aid programs administered by OHE.

  • Familiarity with 529 college savings plans.

  • Knowledge of MNSaves.

  • Skills in analyzing audited and unaudited financial statements, personal and business tax returns, and Federal Form 990 submissions.

Physical Requirements

  • Must be willing and able to travel independently throughout the State of Minnesota.

  • Ability to position self and move sufficiently to perform repetitive tasks.

  • Maintain a stationary position for long periods of time.

  • Ability to carry up to 20 pounds of weight on an infrequent basis.

Additional Requirements

  • Possession of a valid driver's license or the ability to provide one's own transportation including personal automobile insurance and vehicle for work use. Note: mileage reimbursement is paid to employees approved for use of personal motor vehicle for official work duties.
