This position is located at Central Office in St. Paul and has the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent may be expected to work in the office on occasion.

This position serves as one of two Assistant Budget Directors for the agency, specifically focused on managing federal funds, the non-state highway capital programs, and agency wide grant management. This includes managing and directing all aspects in the development of the agency’s capital budget and the communication thereof to the legislature, leading the implementation of the agency’s federal budget, and overseeing fiscal policy and planning for the agency. The incumbent provides direction and vision along with day-to-day supervision of the Grant Support unit and activities related to federal infrastructure programs and the development and implementation of capital programs. This position supports the efforts listed above, plus the following: overseeing federal grants awarded to the agency and monitoring grants awarded to state of Minnesota; direct process to allocate funds to entities that are awarded a federal grant for a transportation-related purpose; develop agency capital budget recommendations; and manage the oversight of bonds appropriated to the agency.

This position directly assists the CFO, Controller, and Budget Director in all respects of the agency’s budgetary, financial planning, and preparation of policy options involving finance for the Commissioner, senior staff and external partners such as legislature, Governor's Office and Minnesota Management and Budget.

Minimum Qualifications

Two years of managerial experience OR three years of professional supervisory experience OR four years of advanced professional experience that demonstrates:

  • Experience with the legislative process.

  • Experience developing and planning large and complex budgets.

  • Grants experience to include administering and managing compliance with federal, state, and other administrative and financial management requirements.
