Strike Proposal/Bid Manager in Spring, Texas

Job Summary:

The Proposal/Bid Manager will serve as the expert on Bid and Proposal Management for Strike and its subsidiary companies. The ideal candidate will perform diversified duties, within Strike’s procedural framework, to manage and oversee the development and submission of larger, strategic, complex proposals. The ideal candidate will have exceptional project management, writing and communication skills, with a proven track record of the following: writing winning, compliant, proposals; remaining calm under pressure, and communicating clearly (through written and oral means) to large, diverse groups; and successfully developing and maintaining internal and external relationships, while effectively navigating organizational barriers. Job duties are outlined below.

Primary Job Function:

Proposal/Bid Expertise

  • Reviewing RFPs, client solicitations and preparing proposal checklists to drive compliance and proposal/bid responsiveness on strategic efforts.

  • Working closely with business development, operations, estimators, and other key stakeholders to develop capture and win strategies, identify value propositions, delegate, and assign deliverables and assist with the preparation of select deliverables and the proposal/bid outline for large/strategic/must-win projects.

  • Leading key stakeholders through a strategic process to prepare accurate, timely, branded proposals e.g., estimating, engineering, procurement, subcontracting, contracting, and operations.

  • Scheduling, holding and leading proposal kick offs, process check calls and reviews to discuss proposal/bid requirements, approach, win strategies, assign deliverables, and track progress through proposal/bid completion and submission.

  • Reviewing deliverables from estimators and preparing proposal response drafts e.g. reviewing schedules to identify associated milestones and dates, presenting team qualifications, and project experience, writing custom cover letters / executive summaries, etc.

  • Ensuring proper review of contractual documents, as well as safety and quality, scope-specific RFP exhibits from responsible stakeholders.

  • Ensuring feedback and redlines on deliverables are adequately addressed and where possible, incorporated into drafts and applicable deliverables. Absorbing large volumes of complex information to compose creative, compelling, succinct commercial documents is essential.

  • Serving as a mentor to junior-level Proposal/Bid Coordinators, delegating select assignments to others on the team, reviewing content and providing constructive feedback.

  • Serving as a Bid Center Brand Ambassador to uphold the core values of teamwork, perseverance, resilience, quality, and transparency, at all times.

    Process Management

  • Implementing or adopting best practices on proposal/bid management and working collaboratively with different internal stakeholders.

  • Developing and adopting standardized tools to capture notes for proposals/bids: from kick off calls, pre-bid meetings, process reviews, client debriefs, and lessons learned.

  • Using and building Content Libraries to streamline proposal/bid responses, improving content of resumes and project qualifications.

    Experience:

  • Minimum 5 years of relevant experience in Proposal Management in the AEC industry.

  • Experience on developing commercial proposals/bids, essential.

  • Experience in prepositioning and proposal development for projects in excess of $10M essential.

  • At least 3 years of experience preparing clear and concise content and/or proposal submissions to meet marketing objectives.

  • Estimating experience is a plus.

    Education/Training:

  • Bachelor’s degree in business, construction/project management, or other relevant discipline, master’s degree preferred.

    Competencies:

  • Project Management proficiency with the ability to work on multiple tasks simultaneously, and work well under tight deadlines, consistently meeting established deadlines.

  • Excellent writing and communication skills.

  • Able to take initiative and be flexible and cooperative.

  • Client management/BD Knowledge Preferred

  • Experience in (Pre-)Construction or Project Management of high-cap/mega projects with values of $10M+.

  • Experience in Oil & Gas Construction preferred.

  • Advanced MS Office capabilities (including Word, Excel, Power Point)

  • Knowledge of CRM and Unanet (ideal)

  • Demonstrated capability to learn complex technical services and translate the information into easily understood written content.

  • Respect for confidentiality concerning customer information and company records.

  • Convey a positive and professional image to customers and peers.
