Commander, Navy Installations Recreation Specialist (Liberty) in Sasebo Naval Base, Japan

Summary This position is located in the Liberty program, Recreation Division, Morale, Welfare and Recreation (MWR) Department at FLEACT Sasebo Japan. Incumbent works under the direct supervision of the Liberty Manager and is responsible for the routine daily operations of the Liberty Center and planning and execution of monthly calendar of events. This is a revised vacancy announcement. Responsibilities Oversees the routine daily operations of the Liberty Center. Ensures that all programs and activities within the center are operated in accordance with applicable rules, regulations and standards. Enforces all rules and regulations, settles disputes, answer questions, inspect the facility and reports all problems to the manager. Ensures front line staff inspects the facility and report all problems, issues and/or concerns in the pass down log. Ensures that all standard operating procedures are up to date and effectively utilized. Ensures front line staff are informed of all SOPs and know where to find them for reference. Operates all electronic equipment in the center and ensures front line staff is able to do the same; to include, but not limited to: PA system, gaming systems, stereo system, musical equipment and network computers. Leads and performs check-in and check-out of materials and collects any applicable fees by operating point of sale (POS) computer system for equipment and activities at the Liberty Center. Checks equipment to ensure it has been returned in the same condition and ensures front line staff is trained on how to check for proper return of equipment. Informs manager of damage to equipment. Returns equipment to proper storage and ensures front line staff know how and where to properly store all equipment. Encourages front line staff to engage with patrons to gather regular input on programs and services to ensure offerings are most current. Develops monthly calendar of events and programs and submits to manager for review, keeping in mind current CNIC Liberty standards and input from staff and patrons. Develops working partnerships with both on base and off base organizations to support and benefit the Liberty Program. Seeks ways to promote and market the Liberty Program events through outreach opportunities on base. Collects fees and charges for a variety of programs that include but not limited to classes, trips and community events, in accordance with the established cash handling procedures. Completes daily activity reports. Accounts for all monies and receipts. Assists with periodic inventories of resale merchandise and consumable supplies. Recommends and/or initiates requests for purchase of equipment and supplies. Balances and reconciles daily sales transactions by completing a Daily Activity Report (DAR). Assists with maintaining required records such as daily and/or monthly utilization reports, inventory sheets, utilization of equipment Accompanies patrons on Liberty Trips acting as the escort and/or driver. Oversees the smooth operation of the tour assigned. Researches information on city/area to be visited and assembles tour information packages for patrons. Ensures that all arrangements for assigned tours have been confirmed. Assists with staffing, training and scheduling. A qualified candidate possesses the following: Knowledge of goals, principles, techniques and methods of recreation procedures used in organizing, planning, administering and conducting leisure time activities. A combination of experience related to customer service and/or activity-based programming. Knowledge of the entire scope of activities and their suitability for individuals, groups, ages, and interest. Ability to solve problems that arise from dealing with large, diverse groups of people. Ability to work independently, make sound decisions and have the ability to effectively communicate both orally and in writing. Ability to create, negotiate, implement, and sustain partnerships via Liberty Center agreements. Knowledge of constraints placed on the Morale, Welfare and Recreation Programs and the ability to utilize resources effectively. Ability to interact effectively both orally and in writing with facility users, other staff members and supervisors, using tact and courtesy to accomplish assigned tasks. Ability to communicate effectively in explaining Liberty procedures and policies to patrons. Ability to represent the department and speak in front of both small and large groups. Ability to assist in the marketing of programs and to motivate patrons. Ability to evaluate participant response to activities and the extent to which the activities are meeting their goals and objectives. Must be able to obtain a government driver's license for an automobile and 10 passenger vans. Must be able to maintain valid CPR and First Aid certification.
