Environmental Protection Agency Recent Graduate - Environmental Protection Specialist in San Francisco, California

Summary This position is in Region 9, Superfund & Emergency Management Division, Northern CA Site Cleanup Branch, CERCLA Enforcement Section. About Region 9:Region 9 This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities At the entry level of this position, you will: Review and assist in preparing cost recovery documents to support billings, demands for costs, negotiations and/or litigation in accordance with all appropriate cost recovery program guidelines and procedures. Perform various Cost Doc activities in support of remedial and removal settlement negotiations with potentially responsible parties (PRPs). Support the litigation process by assisting in the preparation of responses to interrogatories, preparation of affidavits, and submission of depositions related to EPA’s cost claims, as requested by counsel. Conduct review of site files and contractor work performed documents to support administrative and judicial cost recovery claims at CERCLA cleanup sites; compiles this information into a Cost Report Package (CRP) and reconciles any discrepancies in the documentation; and ensure the CRP conforms to cost recovery program guidelines, policies and procedures. When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as collecting and/or analyzing documents to determine the expenditures spent; assisting in providing recommendations on collecting payment. - OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position - OR an equivalent combination of education and experience. NOTE: 1 year of full-time undergraduate study is 30 semester or 45 quarter hours. 1 year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study; if that information cannot be obtained from the school, 18 semester hours is considered 1 year of full-time study. Skill in analyzing data in order to complete forms correctly. Skill in reviewing documentation sufficient to review proposed actions for enforcement activities to ensure cost recovery actions are documented and comply with reporting requirements. Skill in oral communication. Skill in written communication. Knowledge of the rules, regulations, policies and procedures associated with investigation, enforcement and litigation activities at Superfund sites. Skill in assisting in managing contracts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
