State of Utah - Jobs Region Stormwater Coordinator - Region T in OREM, Utah

The Utah Department of Transportation (UDOT) is looking for a motivated person to apply technical knowledge and administrative judgment in the field of stormwater quality,stormwater permit requirements and pollution prevention. You will coordinate with the UDOT Headquarters Stormwater Program Manager and work with Region staff on stormwater program elements related to maintenance,roadway design,environmental regulations,construction,geographic information systems (GIS),spill response,and training.   This position is an important cog in UDOT s mission to Keep Utah Moving as it oversees the Stormwater Management Program and serves as the single point of contact for all Region Three stormwater matters. Principal Duties The Region Stormwater Coordinator will ensure Region compliance with UDOT s Utah Pollutant Discharge Elimination System (UPDES) Municipal Separate Storm Sewer System (MS4) Permit including public education and outreach on stormwater impacts,illicit discharge detection and elimination (IDDE),construction site stormwater runoff control,long-term stormwater management,and pollution prevention and good housekeeping for UDOT facilities and operations. Other major duties include:

  • Inspect and conduct field reviews at maintenance stations,construction sites,and priority areas to ensure MS4 permit compliance. Document and follow-up on corrective actions as needed. 
  • Update facility Stormwater Pollution Prevention Plans (SWPPPs) as needed.
  • Implement,document,and enforce the Illicit Discharge Detection and Elimination (IDDE) program to find and eliminate sources of non-stormwater discharges.
  • Assist designers in documenting temporary and permanent water quality control measures for projects.
  • Track progress and budget of stormwater improvement projects.
  • Review project plan sets and construction SWPPPs showing temporary and permanent stormwater pollution prevention best management practices (BMPs).
  • Assist in the development of an inventory and track the maintenance of long-term stormwater management BMPs.
  • Coordinate dry weather screening of outfalls and the inspection of long-term stormwater features with follow-up inspections as needed.
  • Develop,update,and implement standard operating procedures as they relate to stormwater pollution prevention. 
  • Maintain compliance documentation and assist with annual report and Stormwater Program Management document (SWMP) preparation.
  • Develop and provide stormwater pollution prevention training to Region design,construction,and maintenance staff.
  • Partner with local municipalities and other organizations on stormwater management and pollution prevention opportunities.
  • Professional correspondence and coordination with various outside partners such as contractors and consultants.
  • Frequent communication with the UDOT Stormwater Team to ensure proper coordination and completion of the overall program requirements.
  • Utilize electronic programs and software such as Google Drive,Docs,Sheets,and Slides for program coordination and documentation.

The Ideal Candidate The best person for this position will:

  • Have a Bachelor's degree,or higher,in an environmental science,engineering,or related field of study (or equivalent related experience).
  • Have a thorough understanding of stormwater quality regulations,other related rules and regulations,and pollution prevention best management practices.
  • Be willing to go above and beyond to serve as a resource to others.
  • Have excellent verbal and written communication,interpersonal and presentation skills.
  • Have excellent organizational a nd time-management skills.
  • Be a collaborative and inclusive team player.

  • Working Conditions - Risks found in the typical office setting,which is adequately lighted,heated and ventilated,e.g.,safe use of office equipment,avoiding trips and falls,observing fire regulations,etc.
  • Physical Requirements - Typically,the employee may sit comfortably to perform the work; however,there may be some walking; standing; bending; carrying light items; driving an automobile,etc. Special physical demands are not required to perform the work.
  • Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
